USACE Seattle District is hosting an informational industry day about planned utility infrastructure improvements for the Sentinel complex at Malmstrom Air Force Base in Montana. - Planned scope: Electrical distribution and substation capacity; water distribution; wastewater collection and treatment connections; natural gas service; and telecommunications backbone connectivity, including fiber links to Information Transfer Nodes and utility facilities. - Related site work: Clearing, grubbing, grading, minor demolition, drainage, utility and communications connections, access paving, parking, and walkways. - Anticipated approach: Other Transaction Authority (OTA) using a Construction Management at Risk (CMAR) approach. - Notice status: This is an informational industry day for industry feedback, not a request for offers or proposals. It does not commit the Government to issuing a solicitation or making an award. - Commercial details: No OEMs, vendors, products, quantities, part numbers, budget, or performance dates are identified.

Description

The U.S. Army Corps of Engineers (USACE), Seattle District, intends to conduct a virtual Industry Day to provide industry partners with information regarding the Sentinel Utility Infrastructure Improvements project including the intended acquisition approach utilizing Other Transaction Authority via Construction Management at Risk. The purpose will be to gather feedback and foster open communication between government and industry. Event Details:

PROJECT BACKGROUND

The Sentinel (Ground Based Strategic Deterrent) program is modernizing the Nation’s land-based intercontinental ballistic missile force. At Malmstrom AFB, the Air Force is constructing a suite of new facilities collectively referred to as the Operations and Maintenance Complex (OMC), together with associated support facilities. The Utility Infrastructure Project is the critical enabling backbone that must be in place before the remaining Sentinel facilities can be constructed and made operational. Scope of the Utility Infrastructure Improvements project includes construction of a comprehensive utilities distribution system serving the entire Sentinel GBSD Complex at Malmstrom AFB. Primary elements include:

Electrical distribution systems, including connection to / expansion of electrical substation capacity as required to serve the new campus. Water distribution and related appurtenances. Wastewater collection and connection to treatment systems. Natural gas service to the campus. Telecommunications backbone connectivity, including fiber services to Information Transfer Nodes (ITNs), electrical substation, water pump stations, and related Base utility facilities. Associated site work: clearing, grubbing, grading, minor demolition, drainage, utility and communications connections, access paving, parking, and walkways as applicable.
