AFRL intends to purchase five years of Acoustical Society of America institutional membership

The U.S. Air Force is seeking institutional membership in The Acoustical Society of America (ASA) for 711 HPW/RHWS, with a stated sole-source intent. - Requirement: One institutional membership per year, supporting USAF voting participation in ANSI and ASA standards committees and working groups, committee training, and access to ASA scientific publications. - Committee groups: TAG TC 108, TAG TC 43, TAG TC 43/SC 1, S1, S2, S3, and S12. - Publications and participation: Institutional access to the Journal of the Acoustical Society of America and additional scientific periodicals; provisions include primary and alternate representatives for participating accredited standards committees. - Term and estimated cost: One base year plus four one-year options; approximately $15,000 per year, or $75,000 if all five years are exercised. - Sole-source rationale: AFRL says ASA is the only source able to provide the required membership, committee participation, and publications. The notice is not a request for competitive proposals; interested sources may submit a capability statement, quotation, or exception to the sole-source intent for consideration. - Buyer references: The notice identifies AFRL’s Enterprise Strategies and Initiatives Contracting Division (RMZ); attachment summaries reference 711 HPW/RHWS and 711 HPW/RHWE.

This requirement is for membership in The Acoustical Society of America (ASA).

NOTICE OF INTENT TO AWARD SINGLE SOURCE: The NAICS Code is 813920 – Professional Organizations. The Air Force Research Laboratory (AFRL) Enterprise Strategies and Initiatives Contracting Division (RMZ), located at Wright-Patterson AFB, Ohio, intends to award a sole source purchase order as authorized by RFO 12.102(a) to The Acoustical Society of America (ASA).

In order to comply with RFO 5.101(c)(4)(vii), the reason for lack of competition is as follows: The Acoustical Society of America (ASA), a subsidiary of the America Institute of Physics, is the only group that offers membership to this organization and enables 711 HPW/RHWS to play an active, voting role in critical standards committees that ultimately determine procedures that must be employed in critical USAF functions. In addition, they are the only group that can provide the appropriate publications to support ongoing scientific efforts in 711 HPW/RHWS. Please see attachment to this notice for additional details.

This Notice of Intent is NOT a request for competitive quotes or proposals. A determination by the Government for the competition of this requirement based upon responses to this notice is solely within the discretion of the Government. All responsible sources or authorized distributors may submit a capability statement that meets all the requirements in the attached Minimum Requirements Document (MRD) dated 05 August 2026, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government via e-mail to Mr. Christof Olp-Weakland at christopher.olp-weakland@us.af.mil no later than Friday 23 October 2026 at 12:00pm Eastern Time. Only responses received by this date will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Be advised that all correspondence sent via e-mail shall contain a subject line that reads “Notice of Intent to Award SS – Acoustical Society”. Note that e-mail filters at Wright-Patterson AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe, or .zip files).  Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters.  Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the e-mail filters at Wright-Patterson AFB.
