The Department of Veterans Affairs is seeking capability statements for planned sole-source maintenance and upgrade work on nurse call systems at Providence VA Medical Center. - Agency and approach: VA Networking Contracting Office 01 (NCO 01) intends to award to SIGNET Electronic Systems, LLC, while inviting capability statements from other responsible sources to determine whether competition is possible. - Systems covered: Rauland Responder 4, 5, and 5K systems serving the Emergency Department; OR/Clean Core/PACU; Hemo/ICU; floors 3B, 4A, 4B, 5B, 6A, and 6B; building B-39; and the MRI addition. - Maintenance requirements: Preventive and corrective maintenance, repairs, and next-business-day service. The contractor must include labor, mileage, and trip charges; conduct functional assessments twice per year; and provide system and end-device status reports and follow-on repair proposals. Electronic service reports are due within 24 hours after work is completed. - Base-period upgrades and additions: Upgrade the ED and OR/Clean Core/PACU Responder 4 systems to Responder 5K, including labor, materials, programming, and engineering. Supply and install nurse call components and perform associated work to bring rooms 460, 469, and 485 into clinical compliance. - Eligibility requirements: The contractor must be within 60 miles of Providence VA Medical Center and factory-authorized to supply, install, and service Rauland Responder 4, 4K, 5, and 5K systems, with full factory warranty privileges. Description
The Department of Veterans Affairs, Networking Contracting Office (NCO 01) located in Providence, RI intends to enter into a sole source procurement, pursuant to the authority of FAR 6.302-1, with SIGNET Electronic Systems, LLC for the following requirement:

Nurse Call Systems Maintenance
Summary/Requirements: The contractor shall provide preventative and corrective maintenance on the nurse call systems installed at the Providence VA Medical Center in the following locations:
Building 1/Area Responder Version ED Responder 4 OR/Clean Core/PACU Responder 4 Hemo/ICU Responder 5 3B Responder 5 4A Responder 5K 4B Responder 5 5B Responder 5 6A Responder 5 6B Responder 5 B-39 Responder 5 MRI Addition (In Construction) Responder 5
The scope of service provided is as follows: The contractor shall provide next business day service. Labor, mileage, and trip charges shall be included. The contractor shall perform a biannual functional assessment of each system outlined above and shall provide a report outlining the satisfactory/unsatisfactory test status of each system and end device. A follow-on plan with associated proposal for parts necessary to return the system to fully satisfactory condition shall be provided to the customer. Labor, mileage, and trip charges associated with the above outlined repairs will be included in the service contract. Base year will include the upgrade of the ED and OR/Clean Core/PACU Responder 4 systems to Responder 5K to allow the systems to be fully supported into the future. This process includes all labor, materials, programming and engineering by the contractor to satisfy this requirement. Base year will include the addition of nurse call components necessary to bring rooms 460, 469, and 485 into clinical compliance for nurse call. The contractor shall provide an electronic service report for all preventative and repair work whether scheduled service or call-in repair work within 24 hours of the completion of the work order.
Qualifications of Contractors The contractor shall be within 60 miles of the Providence VA Medical Center. The contractor shall be factory authorized and entitled to supply, install, and service the Rauland Responder 4, 4K, 5, and 5K nurse call systems and have full factory warranty privileges.

SIGNET Electronic Systems, LLC is the only authorized Rauland Responder Nurse Call distributor that can supply, install, service, and has full warranty privileges in the New England region. SIGNET is authorized to supply, install, and service the Rauland Responder 4, 4K, 5, and 5K nurse call systems and have full factory warranty privileges.
This notice of intent is not a solicitation nor is it a request for proposal. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested services, in writing by Tuesday, October 13, 2026 at 12PM EST. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
