The U.S. Navy’s Military Sealift Command is seeking a tanker charter to move clean petroleum products in the Western Pacific. - Government buyer: U.S. Department of the Navy, Military Sealift Command (MSC), Strategic Sealift Program Support Office (N103A), with MSC headquarters in Norfolk, Virginia. - Procurement: One approximately 90-day spot charter under solicitation N3220527R6008 for a clean, approved U.S.- or foreign-flagged, double-hull tanker. - Capacity of at least 240,000 barrels of F76 and/or JP5, carried in designated tanks with natural segregation and double-valve isolation. - Vessel must have an Inert Gas System and Segregated Ballast Tanks; maximum length overall of 200 meters and maximum deadweight of 50,000 metric tons; minimum laden speed of 13 knots in moderate weather. - Intended delivery is Onsan, South Korea, and intended redelivery is Hakodaki, Japan, subject to the charterer’s options within the Western Pacific/Sea of Japan region. - TANKTIME and operating requirements: The attached charter terms cover petroleum-cargo transportation and readiness, inspections, and reporting. The vessel must arrive clean and gas-free for cargo-tank inspection; a certified marine chemist must certify tanks safe for entry, including benzene testing when applicable. Copper or copper-alloy cargo-contact systems are prohibited unless waived by DLA-E. Tank cleaning and inerting must be achievable within three days, hot washing must not exceed 58°C, and the vessel must support ship-to-ship operations or lightering and provide reports every six hours. - Conditional support requirements: If called for, the contractor may need to provide a computer-generated fuel and voyage monitoring system, secure space and SATCOM connectivity, and an armed security team of at least four personnel. If requested, the contractor must coordinate shipment of the DRAKE c-UAS system. Oil-spill protection and cleanup arrangements are also required. - OEMs and vendors: No vessel manufacturer, OEM, or commercial vendor is identified by name. DRAKE is identified as a system that may require shipment, not as a confirmed vendor. - Line items: One tanker charter is specified in the RFP.
