DLA Susquehanna Seeks 4-Inch CIPP Condensate Drain Rehabilitation

DLA is seeking a small-business contractor to rehabilitate a condensate drain at its Susquehanna facility using cured-in-place pipe lining. - Government buyer: Defense Logistics Agency (DLA), including DLA Distribution Acquisition Operations (J7) and DLA Installation Management at Susquehanna; work is at DLA Distribution Susquehanna (DDSP) in Pennsylvania. - Procurement: Firm-fixed-price purchase order for one CIPP repair service line item (CLIN 0001), including post-installation inspection. - OEM and specified product: Perma-Liner 4-inch SCRIM CIPP liner, or a Government-approved equivalent. Approximately 170 linear feet are required; no part number is specified. - Scope: Clean and prepare the existing 4-inch steel condensate drain at Building 765, install and cure the structural liner, perform a post-installation CCTV inspection, and clean up and demobilize. - Notable requirements: The liner must meet or exceed the specifications for a high-strength, scrim-reinforced liner, with a manufacturer-approved resin system suitable for a steam/condensate drain. Provide material and resin cure specifications before mobilization, document cure conditions, and submit CCTV video and final acceptance documentation. - Performance: Complete work within 30 calendar days after the official Notice to Proceed, or as mutually agreed in the final contract schedule. Description

This RFQ is being issued to establish a firm-fixed-price (FFP) purchase order for cured-in-place pipe repair at DLA Distribution Susquehanna, PA (DDSP). The Government intends to award one (1) contract as a result of this RFQ and will be issued on a Standard Form (SF) 1449. This acquisition is not a Defense Priorities and Allocations System (DPAS) rated procurement.  This acquisition is being solicited as a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this project is 811310 and the size standard is $12.5M. The Product or Service Code (PSC) for this acquisition is K047.
