On-call consulting forester services for Prince Edward County forest management and timber sales

Prince Edward County is seeking on-call forestry expertise to manage public forest properties and support timber sales. - Government buyer: County of Prince Edward, Virginia, with the Industrial Development Authority of Prince Edward County (IDA) as a participating entity. - Providers: The County seeks one or more qualified consulting foresters or firms. No OEMs, named vendors, or product manufacturers are identified. - Requested services: - Timber inventories, cruises, volume estimates, and appraisals by species, product class, and acreage. - Harvest planning; timber marking and tallying; and marking of sale and harvest boundaries. - Forest management and reforestation recommendations or plans, including natural regeneration and wildlife habitat considerations. - Timber-sale solicitation and procurement support, including preparation of sale documents, purchaser outreach, bid evaluation, award recommendations, and technical contract terms. - Harvest administration, periodic inspections, contract and regulatory compliance monitoring, and post-harvest assessments. - GIS mapping of property and harvest boundaries, access routes, streamside management zones, and sensitive areas. - Timber-trespass investigations, boundary verification, forest resource assessments, and recommendations for sale performance security. - Notable requirements: Services apply to County and IDA properties and are authorized as needed through written task orders. The consultant supplies the labor, equipment, transportation, services, and materials needed for assigned work. Recommendations should address protection of environmental and cultural resources and compliance with applicable requirements, including Virginia forestry Best Management Practices for Water Quality. Final harvest approval remains with the County and IDA; no minimum work is guaranteed. - Term: One-year initial term, with up to two additional one-year renewals by mutual agreement.

Description

The County of Prince Edward and the Industrial Development Authority of Prince Edward County (IDA) seek qualified consulting foresters to provide forest management and timber sale services on an as-needed basis. The County intends to establish an on-call contract with one or more firms or individual foresters, with work authorized through written Task Orders. Services may include timber inventories and appraisals, harvest planning and marking, timber sale procurement, harvest monitoring, reforestation planning, GIS mapping, and related resource assessments. Proposals must be submitted electronically by November 2, 2026, at 2:00 p.m.
