The U.S. Virgin Islands Police Department is seeking three mission-ready patrol vessels for its Marine Unit. - Government buyer: Government of the Virgin Islands of the United States, through the Virgin Islands Police Department (VIPD), Office of the Police Commissioner; named contact: Mario Brooks. The opportunity is listed through GVIBUY. - Vessels requested: Two identical 38-foot-class full-cabin patrol vessels and one 25-foot-class full-cabin law-enforcement vessel. No specific boat, engine, electronics, or systems OEM is mandated by the solicitation. - Each 38-foot vessel is to have an aluminum deep-V hull with foam collar, triple outboards totaling about 1,350 HP, at least 400 gallons of fuel capacity, a minimum 300-nautical-mile range, and specified speed, endurance, and Sea State 4 capability. - The 25-foot vessel is to have reinforced aluminum construction and a rigid foam collar, with twin outboards preferred, approximately 200–250 HP each and approximately 500 HP maximum rated power. Target performance includes about 49 knots, approximately 100 gallons of fuel capacity, and 150–170 nautical miles of range. - Equipment and delivery scope: Fully outfit the vessels with law-enforcement, navigation, communications, thermal-surveillance, safety, boarding, towing, and related systems. Provide shipping, customs clearance, delivery in the U.S. Virgin Islands, assembly if needed, testing, sea trials, commissioning, documentation, training, warranty, spare-parts, and product support. - Notable requirements: Verify performance and mission readiness through factory and harbor acceptance testing and sea trials; provide at least 24 hours of operator training per crew and at least 16 hours of maintenance training. The solicitation also calls for applicable maritime and communications compliance, corrosion control, minimum hull-warranty and parts-availability commitments, and compatibility of the smaller vessel’s systems with the larger vessels where practicable. - Named OEMs/vendors: SAFE Boats International, LLC, and Raptor Design and Engineering LLC dba River Raptor Jetboats are named in the Sourcewell agreement attachments. The solicitation does not designate either as the required vessel OEM; proposed vendors must identify their manufacturers and equipment OEMs. The Sourcewell agreement materials list multiple boat models and supplier services, but those catalog offerings are not quantities requested by VIPD. - Schedule: No contract term or option years are specified. Target milestones are kickoff within 15 days after award, production start within 60 days, factory acceptance testing in 120–180 days, and delivery and commissioning in 180–240 days.
