The vendor must demonstrate rural value-based care expertise, neutrality, Medicaid MCO and CMS Aligned Network familiarity, multi-payer experience, relevant references, and an appropriate staffing plan. - Notable operating requirements: Maintain business continuity and disaster recovery plans, address single points of failure and subcontractor compliance, and test plans at least annually. The solicitation also includes a HIPAA business associate addendum and insurance requirements; applicable GovRAMP risk-assessment requirements apply to cloud components. - Pricing: Cost proposals are to cover deliverables by fiscal year, include the pricing methodology and supporting detail, and account for all expenses. - Products: No physical products, product part numbers, or product quantities are requested.
Description
The Nevada State Purchasing Division, on behalf of the Nevada Health Authority, seeks proposals for a vendor to serve as a neutral convener and facilitator in developing Nevada’s Rural Value Acceleration Network (RVAN), a statewide value-based care initiative. The contractor will bring rural value-based care expertise and facilitate collaboration among rural hospitals, Nevada Rural Hospital Partners, Medicaid managed care organizations, insurers, and the Nevada Health Authority toward a shared value-based care model. Work includes stakeholder engagement and governance, model development, data-sharing and interoperability alignment, communications, reporting, and implementation support. The State anticipates one contract with an initial two-year term beginning March 9, 2027, subject to Board of Examiners approval and continued federal funding, with an option for one additional year.
