Minnesota DPS hearing protection products and statewide order fulfillment

Minnesota is seeking battery-operated, in-ear hearing protection and statewide order fulfillment for its Public Safety Officer Hearing Protection Program. - Government buyer: Minnesota Department of Administration, acting on behalf of the Minnesota Department of Public Safety (DPS), Hearing Protection Program. - Product and OEM: 3M Peltor TEP-100-80 is the named reference product; approved equivalents may be proposed. The State also allows additional product offerings. - Product requirements: Battery-operated, multi-use, in-ear-canal design; noise reduction rating of at least 25 dB; maximum output of 80 dB; and compliance with ANSI/ASA S12.6-2016. Products must be commercially available, with commercially available replacement parts. - Included with each product: Ear tips, user manual, applicable battery or charging cable, storage case, and delivery. - Pricing and quantities: The event shows one generic product line with quantity 1, but the State guarantees no minimum or maximum orders. The price schedule requests regional pricing for Metro, North, and South at quantity tiers of 1, 10, 25, 50, 100, 250, and 500 per region. - Related services: Facilitate approved orders, assemble and deliver products statewide, provide order tracking and shipping documentation, and process invoices. Delivery is described as within 7 business days, subject to negotiation. - Eligibility and notable requirements: Responders must be the OEM, an authorized representative, or an authorized distributor; brokers are not accepted. Products are for qualifying public safety officers at Minnesota state agencies and Cooperative Purchasing Venture members. - Period of performance: An anticipated one-year initial term, with the State able to extend for up to four additional years.

Description

The State of Minnesota requests proposals for commercially available, battery-operated hearing protection products for Minnesota state agencies and Cooperative Purchasing Venture (CPV) members. The resulting contract will support the Public Safety Officer Hearing Protection Program administered by the Minnesota Department of Public Safety, with the awarded responder facilitating orders for qualified recipients. Responders must offer products meeting the requirements in Exhibit C and be able to ship orders throughout Minnesota and provide order tracking. The State does not guarantee a minimum or maximum order quantity.
