The U.S. Air Force is conducting market research for technical-data, engineering, configuration-management, and provisioning support for Special Operations Forces C-130 aircraft. - Government buyer: Department of the Air Force, Air Force Life Cycle Management Center (AFLCMC), office identified in the attachment as AFLCMC/WIUAA; the initial release also identifies AFLCMC/WIUKA. - Aircraft covered: AC-130J, MC-130J, and HC-130J; provisioning support is limited to AC-130J depot-maintenance reparable program-of-record configurations. - Services requested: - Develop and revise flight, maintenance, commodity, and other Technical Orders; prepare drawing updates and technical data from authorized source material. - Manage configuration changes, maintain configuration status, track and document changes, and incorporate approved changes into drawings, Technical Orders, and TCTOs. - Provide engineering review and technical-data development, including Engineering Drawing Trees that identify applicable system, subsystem, equipment, and configuration-variation drawings. - Recommend AC-130J spare, repairable, and consumable material requirements and Source, Maintenance, and Recoverability (SMR) codes; prepare applicable provisioning data, including PPLs, SFPPLs, LLILs, and DCNs. - Support provisioning and configuration-guidance conferences and incorporate Government-approved decisions into logistics, sustainment, and depot-maintenance recommendations. - Provide program management, schedules, monthly status reporting, meeting agendas and minutes, Technical Order certification and validation support, an Integrated Master Schedule/IPMDAR, Engineering Data for Provisioning, and a Quality Program Plan. - Key requirements: Technical Orders must follow the applicable MIL specifications and Air Force TMCR. Provisioning follows the Air Force Initial Provisioning Performance Specification, with GEIA-HB-0007B guidance, and data must be compatible with the Government’s D220 system. Technical data must be delivered digitally in a format suitable for on- and off-aircraft use and standard desktop computers. The Government reviews and approves specified deliverables and performs final Technical Order verification. - OEM/data-rights note — Lockheed Martin: Lockheed Martin is identified as holding the complete technical data package for certain applicable parts; the Government currently lacks authority to release, purchase, or provide access to that package. - Timing: The contemplated effort is five years: a 12-month base period and four 12-month option periods. The initial provisioning guidance conference is due within 45 business days after award. - Work location: Services are to be performed at the contractor’s facility. - Procurement status: This is market research for capable small-business sources; it does not guarantee a future solicitation or award.

Description

The Government is conducting market research to identify capable small-business sources with the expertise, capabilities, and relevant experience to provide technical manual development and revision, technical data management, configuration management support, engineering support services, and AC-130J-only provisioning support for Special Operations Forces (SOF) C-130 aircraft (AC, MC, and HC). AC-130J provisioning support includes; identification and recommendation of spare, repairable, and consumable material requirements; and support for provisioning conferences and Government-approved Source, Maintenance, and Recoverability (SMR) code recommendations.

The Government is considering an acquisition strategy consisting of a five-year technical data contract, including one 12-month base period and four 12-month option periods.

The contractor would provide technical writing and technical data development support for incorporation into subsequent Technical Order (TO) revisions and updates.

The contractor would provide configuration management support, including the policies, procedures, techniques, and tools necessary to: • Evaluate proposed changes; • Maintain configuration status accounting; • Track and document changes; and • Incorporate approved changes into TOs in accordance with applicable requirements.

The contractor would provide engineering services, as required, to review, compile, and develop authorized source data into technical data suitable for Government review and approval.

The contractor would provide AC-130J-only provisioning support to identify and recommend spare, repairable, and consumable material requirements necessary to support system operation and sustainment; recommendation of SMR codes for Government approval, and participation in AC-130J provisioning and configuration guidance conferences.

The contractor would furnish all material, support equipment, tools, and services necessary to perform the required technical data development, technical manual revision, configuration management, and engineering support services, except for items expressly identified as Government-furnished. The contractor would be responsible for providing, utilizing and maintaining, all support equipment and/or software required at their facility or a subcontractor’s facility.

The Government currently possesses a specification-control drawing for certain components within the anticipated requirement. The drawing is not a manufacturing (“build-to”) drawing. Lockheed Martin possesses the complete technical data package for the applicable part(s), and the Government does not currently have authority to release, purchase, or provide access to the complete package.

Respondents are advised that participation in this market research effort does not guarantee participation in any future solicitation or contract award. The Government will not reimburse respondents for costs incurred in preparing or submitting responses to this RFI.
