Union County is seeking qualified providers for employee pre-employment medical examinations, alcohol and drug testing, and related occupational health services. - Government buyer: County of Union, Department of Administrative Services; procurement contact is Carolyn Sullivan Kropp, Esq., Assistant County Counsel, Office of the County Counsel. Services support Administrative Services/Personnel Management and Labor Relations, Public Safety, Social Services, the Prosecutor’s Office, and the Sheriff’s Office. - OEMs and vendors: No OEMs, product brands, or service vendors are named in the solicitation. - Core services and estimated volumes: - Approximately 160 pre-employment physical examinations for prospective employees, including employees with and without commercial driver’s licenses (CDLs). - Approximately 100 CDL-related alcohol and drug tests per quarter across test types, serving about 101 CDL employees. - As-needed post-accident testing for non-CDL employees and additional medical examinations and tests. - Examination scope: Routine components may include medical history and physical examination, urinalysis, RPR, complete blood count with differential, SMAC, and a baseline chest x-ray when indicated by a positive PPD. Depending on age, position, or department, examinations may also include EKG, spinal or stress assessments, pulmonary function testing, hepatitis B titer, quick tests, and/or a 9-panel drug screen. - Additional requested services: CDL medical certification physicals; random, reasonable-suspicion, post-accident, return-to-duty, and follow-up testing; laboratory testing, Medical Review Officer review, result reporting, recordkeeping, and program administration. Other as-needed work includes cholinesterase and Lyme disease testing, police and sheriff retirement physicals, Hazardous Materials Team physicals and chemical testing, annual physicals and color vision testing for Prosecutor’s Office chemists, fit-for-duty examinations, reasonable-suspicion services, and Police Training Commission Academy agility screening. - Response and reporting requirements: Complete examination and testing reports are required within seven days. Records must be confidential and released only to designated County departments. Providers must describe after-hours availability, the ability to begin on-site testing at 6:00 AM at the County Department of Public Works & Facilities complex in Scotch Plains, and 24/7 accident-scene response. For non-CDL post-accident testing, alcohol testing must be available within eight hours and controlled-substance testing within 32 hours of an accident. - Training: Train approximately 70 supervisors, providing at least 60 minutes of instruction for each of the alcohol and controlled-substance awareness categories. - Period: The anticipated contract term is one year during 2027. An extension may be considered under the contract terms; specific option periods are not stated.

Description

The County of Union is seeking proposals for pre-employment medical examination services and alcohol/drug testing procedures for employees with and without commercial driver’s licenses. Services are for the period January 1, 2027 through December 31, 2027. Approximately 160 pre-employment physical examinations are anticipated; other specified medical services will be requested as needed. Proposals must be submitted as one original paper copy and one PDF electronic copy on a thumb drive by October 29, 2026 at 11:30 A.M. EDT.
