The City of Charleston is seeking an engineering consultant to design drainage improvements for the N. Nassau Street Pipe Replacement Project and reduce recurring storm- and tide-related flooding. - Buyer: City of Charleston, Department of Stormwater Management, Charleston County, South Carolina. - Procurement: Professional engineering design services for N. Nassau Street, from Isabella Street to Newmarket Creek. No OEMs, commercial vendors, branded products, part numbers, or set purchase quantities are identified. - Requested services: Project management; site investigation and supplemental surveying; potholing and geotechnical work; hydrologic and hydraulic modeling using ICPR4; alternatives analysis; drainage design; environmental review and wetland delineation; permitting and utility coordination; construction plans and specifications; cost estimates; easement assistance; and bid-phase support. - Design scope: Evaluate pipe upsizing and new pipes and drainage boxes. Prepare design options and staged design deliverables, including 30% and 90% plans, basis of design, SWPPP, technical specifications, bid documents, and an engineer’s probable construction cost estimate. - Key performance requirements: Reduce flooding for 10%, 4%, and 1% 24-hour annual-exceedance-probability storms; account for tidal conditions and projected sea-level-rise tailwater; minimize wetland and creek impacts; and avoid worsening drainage or flooding upstream, downstream, or elsewhere in the basin. - Coordination and qualifications: Secure necessary permits and coordinate with CWS, SCDOT, OCRM, USACE, relevant state environmental authorities, and City and county bodies. The City encourages and evaluates SBE participation. Firms should demonstrate relevant flood-mitigation design experience, comparable projects, and permitting and regulatory-coordination experience. - Schedule: The design effort is expected to take about ten months, beginning late in the year and finishing the following summer. No option years or annual subscription are identified.
