SECTION 1 - Overview
1.1 Background and Introduction
The U.S. Army Combat Capabilities Development Command (DEVCOM) Soldier Center is conducting a market investigation to identify products and technologies for individual Soldier water purification. This effort focuses on capabilities for the reduction or removal of Toxic Industrial Chemicals (TICs) and Toxic Industrial Materials (TIMs) from any indigenous fresh water sources.
This Request for Information (RFI) seeks to identify suppliers of water treatment technologies that meet Buy American Act requirements and can be integrated with current and future equipment, such as the Individual Water Treatment Device (IWTD) and MOLLE Hydration System. Information gathered will be used for planning purposes to address military water purification needs. Respondents are encouraged to submit alternative technical approaches or product solutions that vary from the listed specifications, as long as they meet or exceed the core capability requirement.

1.2 Project Problem Statement
The DEVCOM Soldier Center is interested in products and technologies that meet or have the potential to meet the following key performance parameters for individual water purification. Respondents should provide actual, demonstrated product performance for each parameter, including where performance does not meet specifications listed below:
Contaminant Removal: Capable of removing TICs and TIMs to levels mandated by the Defense Health Agency (DCPH-A), as detailed in the attached "Toxic Industrial Chemical/Material Military Exposure Guideline." Compatibility: Compatible with standard military canteens and hydration systems. Physical Specifications: Weight: Not to exceed 12 oz. Size: Low bulk and compact. Operational Life: At least 135 liters. Shelf Life: 5-year storage stability with an 18-month unused service life. Environmental Resilience: System will not degrade in temperatures from -33°C to 52°C. Capable of treating water ranging in temperature from above freezing to 52°C (liquid water up to 52°C). Must not be impacted by freezing and remain functional upon thawing. Fully functional in all operational environments. Performance: Treat-to-Drink Time: Ideally less than 5 minutes (target less than 20 minutes). Flow Rate: Not less than 200 mL/min (if applicable). Water Quality: Processed water must be palatable, similar to commercial bottled water. Ease of use with or without gloved hands. Power: Batteries, if used, must be a commercially available type. Microbiological Mitigation: Ideally meets or exceeds requirements of NSF Protocol P248.01 (optional).
SECTION 2 - RFI Procedures
This RFI is issued to identify interested sources and gather information on market capabilities. Participation is voluntary, and the Government will not reimburse any costs associated with responding. Failure to respond does not preclude participation in any future solicitation. If a solicitation is released, it will be synopsized on SAM.gov.
SECTION 3 - Instructions for Information Submissions
3.1 General Guidelines
a. Unnecessarily elaborate brochures are not desired.
b. Submissions must be sent electronically via email as instructed below.
c. The Government will not pay for any information, administrative costs, or product samples submitted in response to this notice. All submissions become Government property and will not be returned.
3.2 Information Package Contents
Interested parties are invited to submit responses detailing their products, technologies, and capabilities. The submission should include:
A description of current commercial product(s) and how they can address the military requirements. Technical information (e.g., technical literature, test data, patents, illustrations). Information regarding the firm's experience, personnel, and facilities. Product cost information. Company information: business size (including socioeconomic status), CAGE code, and applicable NAICS code. GSA Federal Supply Schedule contract number, if applicable. A physical sample (optional; no payment will be made for unsolicited samples). Any relevant data on microbiological or chemical reductions.
