THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice is issued solely for market research and planning purposes to determine the availability and capability of qualified sources under NAICS 236220. The Government is seeking responses from both small and large business concerns. This is not a solicitation, and no contract will be awarded from this notice.

Project Overview: The Federal Bureau of Investigation (FBI) is conducting market research for a potential Design-Build requirement supporting  improvements to a range in the Irvine, California area. The anticipated scope includes restroom upgrades, erosion control, concrete pad installation, electrical upgrades, and large-scale asphalt pavement repair. The estimated magnitude is between $1,000,000 and $5,000,000.  A brief outline of the work is below:

Electrical System Upgrade Provide and install a 225‑kVA transformer (208Y/120V, 3‑phase) and a 600‑amp main distribution panel. Erosion Control (25‑ and 50‑Yard Ranges) Conduct geotechnical borings and design a compliant erosion control system (retaining structures, drainage). Construct stabilization measures, install drainage, and provide as‑built documentation. Pavement Rehabilitation (~30,000 SY) Assess roadway conditions and drainage patterns. Perform milling, full‑depth asphalt repairs, subgrade stabilization, HMA paving, compaction, and final striping. Restroom Renovations Fully renovate two commercial restrooms, including demolition, framing, waterproofing, electrical, plumbing, fixtures, finishes, and accessibility components. Water Pressure Improvements  Assess existing domestic water system and design a solution to increase operating pressure to 60–70 psi. Furnish and install all new equipment, controls, piping, and backflow prevention. Range Concrete Improvements (25‑Yard Pad & Lane Markings) Survey, grade, and install new concrete pad, walking paths, and reinforced firing lanes. Install or tie into an existing lead‑collection system. Provide durable, visible lane markings at the 3, 5, 7, 15, and 25‑yard distances

Required Capabilities: Respondents should demonstrate experience in design-build construction projects of similar magnitude and complexity, including: restroom renovations, water pressure system installation, slope stabilization/erosion control, concrete pad construction, range marking, electrical upgradess, and asphalt roadway rehabilitation.

Submission Requirements: Interested firms should submit a capabilities statement (no more than 10 pages) including but not limited to the following information: • Company name, address, UEI, CAGE code, business size and socioeconomic status. • Bonding capability (single and aggregate). • Relevant project experience within the past 5 years. • Ability to perform work in Southern California. • Availability of personnel capable of meeting FBI security requirements (US Citizens only) • Statement of interest in performing as a prime contractor.
