The USDA Forest Service seeks invasive-plant survey, mapping, and treatment services for the Green Mountain and Finger Lakes National Forests. - Government buyer: U.S. Department of Agriculture (USDA), USDA Forest Service; USDA-FS CSA East 8 and Green Mountain Finger Lakes National Forest. The solicitation names Laniece N. Nixon as the contact. - Scope: Survey, map, and control non-native invasive plants on and near timber-sale areas across the Rochester, Middlebury, and Manchester Districts. Target plants include woody and herbaceous species such as Japanese barberry, Morrow’s honeysuckle, Japanese knotweed, glossy buckthorn, wild parsnip, and spotted knapweed. - Services and schedule quantities: Cut-stump and/or basal-bark treatment in vehicle-accessible areas (76.54); treatment in areas inaccessible by vehicle (199); foliar herbicide treatment in vehicle-accessible areas (221); invasive-plant population survey and recording (17); and one mobilization (1). The schedule does not specify the units for these quantities. The Statement of Work separately identifies 174.38 acres for treatment and 71 acres for survey. - Notable requirements: The contractor supplies labor, equipment, herbicides, transportation, permits, and PPE; holds the required Vermont commercial pesticide applicator license; and records survey and treatment information with GPS/GIS tools. Use aquatic-safe herbicides near wetlands and prefer selective herbicides when appropriate. Survey records and mapped data must align. - OEMs and vendors: No OEMs, product brands, or contractor vendors are named. No product part numbers are specified. - Work timing: Begin within seven calendar days after notice to proceed. Herbaceous treatments and surveys are due earlier in the work period than woody treatments; all work must be completed by the end of the performance year.

Description

The Green Mountain & Finger Lakes National Forests seek contractor support to survey, map, and treat non‑native invasive plant species (NNIP) across designated timber units and adjacent areas. Work includes manual, mechanical, physical, and chemical treatments to prevent the spread of NNIP before timber harvest activities. Contractors must provide all labor, equipment, herbicides, PPE, GPS/GIS capabilities, and related materials. GIS data collection is required using GPS devices, tablets, or approved applications.

Please see the attached Statement of Work (SOW) and other documents for more details.
