The City of Burbank is seeking a cloud ERP platform and implementation services to replace its existing administrative system across City departments and Burbank Water and Power. - Buyer: City of Burbank, California — Procurement Services; the solicitation identifies Cliff Chroust, Purchasing Manager. - Requested solution: A fully cloud-based SaaS ERP to replace Oracle EBS 12.2.10 and support Finance, Accounting, Human Resources, Payroll, Procurement, Supply Chain, Inventory, Asset Management, Budgeting and Financial Planning, and Enterprise Reporting and Business Intelligence. No replacement ERP publisher or product is specified. - OEMs and named vendors/systems: Oracle (existing EBS, EPM, WAM, and CCS); EdgeSoft (ePLAS); FASTER; E.J. Ward; Telestaff/Intime; NeoGov; Target Solutions; ESRI; CalPERS; PERS; Burbank Employees Retiree Medical Trust (BERMT); VEBA; Vertex; Great Western; Mission Square; Bank of America; Evident ID; TINCheck; US Bank; and PlanetBids. IRS and California EDD are also identified as integration targets. These are current systems, providers, agencies, or integration targets—not selected ERP offerors. - Implementation and support: Project and organizational change management; system design and configuration; interfaces and integration middleware; data conversion and warehousing; reporting and dashboards; testing; training and knowledge transfer; cutover and go-live support; and ongoing maintenance and support. - Notable requirements: The City favors configuration over customization and requires the solution to address accessibility, security, privacy, and compliance. Integration planning must cover retained and potentially replaced systems, including fleet and fuel management, police/fire time entry, recruiting, GIS, benefits and retirement, payment systems, vendor verification, and purchasing-card transactions. The requirements also call for mobile/offline access, records retention, at least 12 months of post-go-live hypercare, a named customer success manager, regression testing for quarterly updates, and integration-update coordination. - Products, quantities, and part numbers: No specific ERP product, product part number, or quantity is identified.
