The U.S. Army Corps of Engineers (USACE) is notifying the construction community about its planned transition from the Resident Management System (RMS) to the Construction Management Platform (CMP). - Transition: USACE plans a phased move from RMS to CMP, currently scheduled for January through September 2027. - Existing contracts: USACE is reviewing contracts that may need modifications to incorporate the CMP Specification. - Which specification applies: The RMS Specification remains applicable until the relevant district is deployed and any required contract modification takes effect. The CMP Specification applies after both conditions are met. - Notice status: This is informational only; it does not change current contract terms or specifications and does not request products or services. - Procurement details: No vendors, OEMs, quantities, or deliverables are identified.

Description

USACE is transitioning from the Resident Management System (RMS) to the Construction Management Platform (CMP) using a phased deployment approach January 2027 through September 2027.

This is an informational posting only. It does not change or alter the terms, conditions, or specifications of current contracts. USACE is actively reviewing, identifying, and modifying current contracts which may not already include the CMP Specification. Reach out to your assigned Contracting Officer or Contracting Office Representative with any contract-specific questions. 

Specification Changes

RMS Specification: Governs until the official transition date and the relevant contract modification’s effective date for CMP deployment on that contract.

CMP Specification: Governs once a District is deployed to CMP and the relevant contract modification’s effective date.

Please review the specifications and the CMA² website below for additional information. The CMA² site, link provided below, is maintained at the USACE Enterprise level and will be updated as new information and system training become available.
