The Office of the United States Trade Representative (USTR) is seeking public input on the trade effects of the European Union’s Carbon Border Adjustment Mechanism (CBAM). - Government buyer: Office of the United States Trade Representative (USTR); this is an information-gathering request, not a procurement. - OEMs and vendors: None identified. - Products and services requested: None. No product or service line items, part numbers, or quantities are specified. - Topics USTR seeks comments on: Effects on U.S. producers—including small and medium-sized producers—and workers; U.S. exports and trade; costs and regulatory burdens; access to the EU market; and comparative effects on U.S. companies. - CBAM coverage: Aluminum, cement, electricity, fertilizer, hydrogen, and iron and steel. Proposed expansion would add downstream steel- and aluminum-intensive products. - Other considerations: USTR seeks input on possible enforcement actions to address negative effects.
Description
The Office of the United States Trade Representative invites comments on the current and potential effects of the European Union's Carbon Border Adjustment Mechanism (CBAM) on U.S. producers, workers, exports, and overall U.S.-EU trade. CBAM applies to imported products in the aluminum, cement, electricity, fertilizer, hydrogen, and iron and steel sectors, and the EU is considering expanding coverage to downstream steel- and aluminum-intensive products. USTR seeks information on associated costs, regulatory burdens, market access, comparative impacts on U.S. companies, and possible enforcement actions to address negative effects. Comments are due November 9, 2026, and will inform USTR and U.S. government engagement with the EU.
