Description

This Justification for an Exception to Fair Opportunity to increase the ceiling for Task Order 47QFCA24F0018 was issued in accordance with FAR 16.507-6(b)(3) (GSA Class Deviation RFO-2025-16). Task Order 47QFCA24F0018 provides professional services to the C5ISR Center and its customer organizations, delivering technology and countermeasures to the warfighter, including Commercial Based Technology Analysis (CBTA), program management, logistics, training, engineering, and technical support services. A fair opportunity to compete was provided under the original TOR 47QFCA24R0002 issued to all contractors under the GSA ASTRO Support Pool multiple award contract. The logical relationship between the original competed order and this follow-on ceiling increase is reasonable because the scope, nature, and type of work remain identical to those originally solicited; the volume of mission-validated requirements has simply exceeded original estimates due to the dynamic and rapidly evolving threat environment supporting C5ISR customers.
