The USDA Forest Service is seeking a contractor to rehabilitate roughly three miles of roads and nearby recreation-area parking at the Allegheny National Forest in Warren County, Pennsylvania. - Government buyer: U.S. Department of Agriculture (USDA), Forest Service; contracting office USDA-FS CSA Southwest 7. Work is in the Allegheny National Forest, Bradford Ranger District, Zone 1. - Project scope: Reconstruct Forest Roads 492 and 492A, approximately 2.97 miles total, and improve two recreational parking areas, two overlook parking areas, and two pull-offs. - Requested services: Provide all labor, equipment, materials, tools, and incidentals for erosion and sediment controls, traffic control, ditch work, guide-rail work, culvert removal and replacement, asphalt milling and overlay, full-depth asphalt replacement and spot repairs, shoulder repairs, accessibility features, line painting, aggregate placement and compaction, and restoration. - Material requirement: Driving surface aggregate (DSA) must be limestone meeting specified gradation, abrasion, pH, and moisture requirements. Work must follow FP-14, Forest Service supplemental specifications, and the project design drawings. - Quantity and OEMs: One reconstruction service is identified; no OEMs, vendors, product models, or part numbers are named.
Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
Solicitation number 127EAX27Q0003 is issued as a Request for Quotation (RFQ) for all equipment, labor, materials, tools, and other incidentals and execute all work necessary to perform the required road rehabilitation on the designated National Forest roads in accordance with the specifications, and bidder’s technical proposal which is incorporated by reference. The work consists of, but is not limited to, installing erosion and sedimentation controls (E&S Controls), traffic control, ditch work, repairing/replacing/placing new guide rail, removing existing culverts, installing new culverts, milling and overlaying existing asphalt, full depth replacement of asphalt, full depth asphalt spot repairs, asphalt shoulder repairs, line painting, constructing accessibility features, and placing and compacting road base and driving surface aggregate.
This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 237310 The small business size standard is $45M This acquisition is a Total Small Business Set-Aside.
