NAVFACSYSCOM FAR EAST is seeking a design-bid-build team to alter the U.S. Naval Hospital at Commander Fleet Activities Yokosuka, Japan. - Buyer and project: NAVFACSYSCOM FAR EAST; U.S. Naval Hospital alteration at Commander Fleet Activities Yokosuka. - Work requested: Design and construction services spanning civil and landscape work, architecture and interior design, structural systems, HVAC, plumbing, electrical and communications systems. - Specialized requirements: Cybersecurity, fire protection and life safety, physical security, antiterrorism and force protection, hazardous-material abatement, sustainability and energy-conservation compliance, and temporary phasing facilities. - OEMs and products: No OEMs, vendors, specific products, part numbers, or quantities are identified.

Description

This is a design-bid-build project to provide a USNH Alternation at the Commander Fleet Activities Yokosuka (CFAY), Japan. The work includes civil, landscape architecture, architecture, interior design, structural, heating, ventilation, and air conditioning (HVAC), plumbing, electrical, communications, cybersecurity, fire protection, including life safety, physical security, antiterrorism / force protection (AT/FP), hazardous material abatement, sustainability, energy conservation compliance design, to include temporary phasing facilities. A pre-proposal conference will be held October 29, 2026 at 9:00 a.m., Japan Standard Time (JST) where questions may be answered relative to this RFP. Comments, constructive criticism, and identification/notification of RFP inconsistencies are solicited as well. All prospective Offerors are urged to participate in the pre-proposal conference. In order to make the conference as productive as possible, prospective Offerors are requested to submit, one (1) week prior to the site visit, any questions they may have in writing to Tanya Santos via email at tanya-marie.t.santos.civ@us.navy.mil. ALL QUESTIONS MUST BE IN WRITING. Available responses to submitted questions and the pre-proposal conference slides will be provided after the site visit. A one-time site visit of the project location will be commence immediately after the pre-proposal conference on October 29, 2026. Requests for base access to attend the site visit must be submitted electronically to Tanya Santos via email at tanyamarie.t.santos.civ@us.navy.mil NO LATER THAN 21 October 2026, Japan time using Attachment (2) of the solicitation. Failure to request for base access will result in delays or disapproval to access the site location.
