DTRA is seeking a single integrated robotic prototype for hazardous-environment reconnaissance. - Agency and acquisition: Defense Threat Reduction Agency (DTRA), through DTRA West Contracting (J4-CRW) at Kirtland AFB, intends to make a firm-fixed-price, sole-source award. This is a notice of intent, not a request for competitive proposals. - Quantity and capability: One functional prototype that can autonomously navigate hazardous environments and create a real-time, three-dimensional map of hazardous atmospheric conditions. - Required integration: Combine a Government-furnished multi-gas chemical detector with a commercial quadrupedal robot, survey-grade 3D LiDAR, and a tactical mesh networking radio. - Key qualification: The source must demonstrate an existing software data-fusion architecture and experience integrating the different data streams into a unified operational picture. Interested sources may provide clear and convincing evidence of this capability. - OEMs and models: No manufacturers, specific product models, part numbers, or intended awardee are identified in the supplied notice.

Description

Notice of Intent to Award a Sole Source Contract: The Defense Threat Reduction Agency (DTRA), DTRA West Contracting (J4-CRW), Kirtland AFB, NM, intends to award a firm-fixed-price, sole-source contract to Rocky Mountain Unmanned Systems (RMUS) LLC, 1256 W 50 S, Centerville, UT 84014, for the procurement of a Custom-Integrated Robotic System. Requirement Description: The requirement is for an applied research and development R and D effort to design, engineer, integrate, and deliver one (1) functional prototype robotic system. The system must be capable of autonomously navigating hazardous environments and creating a real-time, three-dimensional (3D) Hazardous Atmosphere Map. The core of the requirement is a complex software and systems integration task. The contractor must successfully fuse data from a Government-Furnished multi-gas chemical detector with data streams from a contractor-provided commercial quadrupedal robotic platform, a survey-grade 3D LiDAR sensor, and a tactical mesh networking radio into a single, unified operational picture for the user. Statutory Authority: This acquisition is being conducted under the authority of 10 U.S.C. 3204(a)(1)as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Rationale for Sole Source: Market research has concluded that RMUS is the only responsible source capable of providing this system without unacceptable risk and schedule delays to the Government. While the hardware components are commercial-off-the-shelf, the unique requirement is the software data-fusion architecture needed to integrate them. RMUS is the sole identified vendor that possesses the pre-existing, proprietary software framework and demonstrated experience required to fuse the specific data streams from these disparate systems into the required 3D hazardous atmosphere map. No other source has demonstrated this unique, pre-existing software capability. The Government does not own a technical data package suitable for competition. Submission of Capability Statements: This notice is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested parties must provide clear and convincing evidence that they possess the demonstrated, pre-existing software data-fusion capability to meet the specific requirements described herein. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Please submit any capability statements by email to the points of contact listed below no later than the response date of this notice.
