The U.S. Air Force is seeking recurring grounds maintenance at Defense Communications Detachment Okinawa in Japan. - Government buyer: Department of the Air Force, Pacific Air Forces, 18th Contracting Squadron (18 CONS PK, FA5270), Kadena Air Base, Japan. The service site is Defense Communications Detachment Okinawa (DCDO). The solicitation lists Kumiko Compton as the government contact. - Requirement: Single-award, firm-fixed-price grounds maintenance, with a one-year base period and four one-year option periods, for up to five years. - Services and annual frequencies: - Developed-area mowing: 12 times per year; maintain grass at 3–4 inches. - Undeveloped-area mowing: 4 times per year; maintain grass at 3–4 inches. - Gravel-area mowing: 4 times per year; maintain grass at 3–4 inches. - Raking and cleanup: 12 times per year, including removal of foreign material, clippings, dead vegetation, and debris; cleaning paved areas and clearing drainage features. - Edging: 12 times per year, coordinated with developed-area mowing; maintain at least 1 inch of vegetation-free clearance around designated fixed objects. - Trimming: 4 times per year, leaving vegetation consistent with adjacent maintained areas. - Bush and shrub pruning: 4 times per year, maintaining plant health and appearance and clearing pedestrian and vehicle routes. - Manual weed control: 4 times per year in lawns and around trees, shrubs, flower beds, slopes, ditches, drains, and structures. - Notable requirements: Chemical weed control is prohibited unless the Contracting Officer authorizes it in writing. The government may test equipment used near antennas for interference. - Line-item structure: Solicitation service items 0001, 1001, 2001, 3001, and 4001 each list a quantity of 12, corresponding to the base period and four option periods. - OEMs and vendors: No product manufacturers, OEMs, or contractor vendors are identified. Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items as supplemented with additional information included in this notice. This announcement and the attached Request for Quotation FA527027QB004 constitute the only solicitation being issued; the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation.  The associated North American Industrial Classification System (NAICS) code (561730) and applicable size standard for this procurement is listed in Block 10 on the face page of the attached RFQ.

The United States Air Force – 18th Contracting Squadron, Kadena AB Japan (Okinawa) intends to award a Single Award, Requirements type Contract for DCDO Grounds for Defense Communications Detachment Okinawa (DCDO) in Okinawa, Japan. This requirement will be for full and open competition. The period of performance for this contract will be 1 Nov 2026 – 31 Oct 2031.
