Household Goods Packing and Crating Services in Support of Camp Zama, Naval Air Facility Atsugi, Commander Fleet Activities Yokosuka, and Yokota Air Base
1. Introduction and Purpose
This is a Sources Sought Notice for market research purposes only. This notice does not constitute a Request for Quotation (RFQ) or a promise to issue a solicitation in the future. NAVSUP Fleet Logistics Center Yokosuka (FLCY) is seeking information to identify commercial sources restricted to sources duly authorized to operate and do business in JAPAN and capable of performing consolidated personal property packing, crating, local drayage, and storage services. This consolidated requirement is primarily focused on local moves within Japan and will support military personnel across four specific installations: Camp Zama, Naval Air Facility Atsugi, Commander Fleet Activities Yokosuka, and Yokota Air Base.
2. Scope of Required Services
This requirement is for Direct Procurement Method (DPM) services, which are primarily focused on local moves within Japan, as outlined in the draft Performance Work Statement (PWS). Key services include packing, crating, and local drayage of household goods (HHG) and unaccompanied baggage (UB); temporary Storage-in-Transit (SIT) services; and intra-country moves originating and terminating within the designated areas of performance in the Tokyo and Kanagawa prefectures and other installations and areas in Japan

3 .Historical Workload Data
Detailed, finalized historical shipment workloads for the consolidated service areas are currently undergoing final administrative validation. For the purpose of this notice, interested sources should review the attached draft Performance Work Statement (PWS) and assess their capacity to perform these services at an approximate volume of 450 to 500 shipments annually. The final, verified historical workload dataset will be provided in full within the ensuing Request for Quotation (RFQ), should one be published in the future.
4. Technical and Licensing Requirements
To be deemed capable of performing these services, responding firms must demonstrate compliance with the following criteria:
-Possess a valid license to operate and do business in Japan.
-Possess all necessary and required Japanese government licenses and permits to perform the services outlined in the draft PWS in Japan.
-Possess the necessary equipment, materials, vehicles, and warehousing when necessary to perform military-specification packing and drayage in accordance with the draft PWS

6. PWS COMMENTS / QUESTIONS (Optional): Interested firms may submit comments or questions regarding the DRAFT PWS. The Government will consider them as it finalizes the PWS. The Government will not issue any updates to the Sources Sought with responses to any questions or comments received.
