The Department of the Navy is seeking falconry services to reduce gull activity at Naval Base Kitsap Bremerton and Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF). - Government buyer: Department of the Navy; Naval Base Kitsap Bremerton / PSNS & IMF, under NAVSEA. - Service requested: Waterfront patrols using free-flying predator birds to harass and drive problem birds, primarily Glaucous-winged Gulls, away from the site. - Expected effort and outcome: An average of 80 hours per week, approximately five days per week year-round, adjusted for seasonal bird activity and site access constraints. The target is an average 90% daily reduction in gull numbers while the contractor is onsite. - Contractor qualifications and resources: The contractor must provide personnel, equipment, supplies, transportation, and other necessary resources; the falconer must be a Master Falconer, hold a federal Special Purpose Abatement permit, and have current local Kitsap County experience. Unescorted access requires a favorable NACI Tier 1 determination. - Period of performance: One base year plus four one-year option periods, for up to five years total. - OEMs and vendors: No OEMs or vendors are identified; no manufactured products or part numbers are requested.
Description
Sources Sought / Request for Information Notice:
Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) is conducting market research to determine industry capability and interest in providing FALCONER SERVICES FOR BIRD ABATEMENT at PSNS&IMF. Complete performance requirements can be found in the attached notional Performance Work Statement (PWS).
Notional Period of Performance (POP): 7 January 2027 – 6 January 2028, plus 4 Option Years*
*This notional POP is provided for planning purposes only. The Government is not obligated to pursue this schedule or a future solicitation because of this Sources Sought.
Based on the responses to the sources sought notice, this requirement may be set-aside for small business (in full or in part) or procured through full and open competition (unrestricted), the government intent at this time is for a single award. All small business set-aside categories will be considered. Telephonic inquiries will not be accepted or acknowledged, the government will not be providing evaluations or comments to companies providing sources sought responses, but the responses will be used to inform the government as to the best means of procuring this requirement.
Eligibility:
The North American Industry Classification System (NAICS) code for this procurement is 561710, Exterminating and Pest Control Services with a small business size standard of $17.5 Million in annual receipts. The Product Service Code (PSC) is R416, Support- Professional: Veterinary/Animal Care.
