The U.S. Air Force is seeking fiber-optic infrastructure and related flightline communications work at Luke Air Force Base, Arizona. - Government buyer: Department of the Air Force, Air Combat Command; 56th Communications Squadron (56 CS/SCXP) and 56th Contracting Squadron (56 CONS CC), Luke AFB. The solicitation names Rachel Tilley. - Scope: Engineer, furnish, install, and test an outside-plant fiber system connecting RAPCON, air traffic control and navigation facilities, Base Operations, Command Post, and the primary and backup FMQ-19 weather stations. - Fiber cable quantities: Approximately 100 ft of 144-strand, 2,500 ft of 96-strand, 4,500 ft of 48-strand, 2,600 ft of 36-strand, 10,000 ft of 24-strand, and 30,000 ft of 12-strand single-mode cable. No cable part numbers are specified. - Other materials: Two handholes, approximately 600 ft of conduit, approximately 2,000 ft of geotextile fabric innerduct (MaxCell or equivalent), one RAPCON network cabinet, and 15 fiber-optic distribution panels. - Additional equipment scope in the attachment: TC Communications fiber-optic transmission system (FOTS) equipment for five ILS/TACAN facilities and RAPCON, plus five 1 KVA, 110 VAC, 50 Hz uninterruptible power supplies. The attachment describes this FOTS work as a separate draft project. - Services and requirements: Cable routing, splicing, termination, labeling, testing, restoration, as-built documentation, and geospatial records. Work uses existing and new manhole/handhole duct systems, with some direct burial. Description

This SOW defines the requirement for the Contractor to Engineer, Furnish, Install and Test (EFI&T) new 12-Strand (St), Single Mode (SM) Fiber Optic Cable (FOC) from Radar Approach Control (RAPCON, B979) to Air Traffic Control Tower (ATCT, B998), Base Operation (Ops)B453), Command Post (CP, B11), Localizer (B1375), Glide Slope (GS, B1056), Tactical Air Navigation (TACAN, B1049), Ground Antenna Transmit and Receive (GATR, B1040), Glide Slope (B1081 and Localizer (B1059). Also, 12-St SM FOC from Base Ops (B453) to Primary and Secondary Automatic Meteorological Station (FMQ-19s). The work will be performed at Luke AFB AZ by using new and existing Manhole/Handhole Duct System. Some portion of the cable route/path will be Direct Buried. The Contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in this SOW. All equipment, supplies, or materials provided shall be new and not refurbished. No equipment, supplies, or material will be provided by the government. All materials used in this SOW must be rust-proof and corrosion-resistant, due to the nature of the environment.
