Description
Notice of Intent to Award a Sole Source Contract: The Defense Threat Reduction Agency (DTRA), DTRA West Contracting (J4-CRW), Kirtland AFB, NM, intends to award a firm-fixed-price, sole-source contract to Rocky Mountain Unmanned Systems (RMUS) LLC, 1256 W 50 S, Centerville, UT 84014, for the procurement of a Custom-Integrated Robotic System. Requirement Description: The requirement is for an applied research and development R and D effort to design, engineer, integrate, and deliver one (1) functional prototype robotic system. The system must be capable of autonomously navigating hazardous environments and creating a real-time, three-dimensional (3D) Hazardous Atmosphere Map. The core of the requirement is a complex software and systems integration task. The contractor must successfully fuse data from a Government-Furnished multi-gas chemical detector with data streams from a contractor-provided commercial quadrupedal robotic platform, a survey-grade 3D LiDAR sensor, and a tactical mesh networking radio into a single, unified operational picture for the user. Statutory Authority: This acquisition is being conducted under the authority of 10 U.S.C. 3204(a)(1)as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Rationale for Sole Source: Market research has concluded that RMUS is the only responsible source capable of providing this system without unacceptable risk and schedule delays to the Government. While the hardware components are commercial-off-the-shelf, the unique requirement is the software data-fusion architecture needed to integrate them. RMUS is the sole identified vendor that possesses the pre-existing, proprietary software framework and demonstrated experience required to fuse the specific data streams from these disparate systems into the required 3D hazardous atmosphere map.
