VA intends noncompetitive award for Trane BAS/HVAC maintenance and 10 control-system upgrades

The Department of Veterans Affairs is seeking Trane-certified maintenance and upgrade services for the Sheridan VA Health Care System’s building automation and HVAC controls. - Agency and procurement approach: Department of Veterans Affairs, Network Contracting Office 19; the notice describes an intent to make a noncompetitive award to R.L. Armacost, Inc. This is an intended award, not a completed award. - Systems covered: Trane Tracer Summit and Tracer SC building automation systems, campus-wide controls, approximately 49 Trane air-handling units (AHUs), and 22 Trane chillers. - Services: Preventive inspections and maintenance; troubleshooting and corrective repairs; software support, programming, and graphics updates; replacement parts and labor; emergency response; and system upgrades. - Controls modernization: Upgrade 10 specified AHU/VAV control groups—five in Building 8, two in Building 71, and three in Building 71N—from legacy controls to direct digital control (DDC). Complete at least one group per quarter and obtain Contracting Officer’s Representative approval before proceeding to the next group. - Labor, parts, and reporting: The draft statement of work specifies 480 non-overtime service hours and a $250,000 annual parts allowance. Monthly itemized work reports and invoices are required. - Response and technical requirements: Technicians must be Trane-certified and use Trane Rover and Tracer TU tools, with required proprietary software access and licensing. A two-hour response is required when the VA HVAC technician is absent. - Schedule: One attachment gives an anticipated term of February 1, 2027–January 31, 2030 (base year plus two one-year ordering periods).
