NASA is assessing whether to compete a 24-month support requirement for instruments at the Eureka AERONET-OC site. - Agency and location: NASA Shared Services Center (NASA/NSSC), for NASA Goddard Space Flight Center (GSFC); work supports the Eureka platform. - Requirement: Operational and logistical support for the SeaPRISM/Cimel sun photometer and coordination and support for the collocated SMART-s instrument. - SeaPRISM work: Operate and maintain the AERONET-OC site and Cimel sun photometer; support calibration and instrument health evaluations; collect direct-sun, moon, and sky measurements across 340–1640 nm; and transmit raw data to AERONET near real time in accordance with its procedures. - SMART-s work: Coordinate with NASA personnel, who operate the instrument and collect and process its data. SMART-s data is provided monthly to the PACE validation team, and its spectrometer and sensor head are calibrated every six months. - Procurement approach: NASA identifies the University of Southern California (USC) as its intended sole-source provider, but is seeking capability statements to assess whether the requirement should be competed. This is a request for capability statements only; quotes and oral responses are not accepted. - Submission and classification: Submissions must reference the notice ID. The notice identifies non-commercial services under FAR Part 13 and NAICS 611310. - Quantities and equipment: No equipment quantities or part numbers are specified; the requirement is for services supporting existing instruments.

SPECIAL NOTICE:

NASA/NSSC has a requirement for USC Operational and Logistical Support for SeaPRISM & SMARTs
NASA/NSSC intends to issue a sole source contract to UNIVERSITY OF SOUTHERN CALIFORNIA under the authority of FAR 12.102(a). It has been determined that UNIVERISTY OF SOUTHERN CALIFORNIA is the sole provider of USC Operational and Logistical Support for SeaPRISM & SMARTs
NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center (GSFC).
The Government intends to acquire Non-Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 13 for Non-Commercial
The NAICS Code for this procurement is 611310.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on 10/12/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
