Jefferson Parish employee drug and alcohol testing and expert witness services

Jefferson Parish is seeking qualified laboratories for employee and prospective-employee drug and alcohol testing and related expert testimony. - Government buyer: Parish of Jefferson, through the Jefferson Parish Purchasing Department. - OEMs and vendors: No commercial OEMs, laboratories, or vendors are named in the materials. Laboratories must be certified by SAMHSA and/or CAP-FUDT. - Requested services: - Collect and test forensic specimens from Parish employees and prospective employees for drugs and alcohol, with pricing for both on-premises and off-premises testing. - Perform testing in accordance with the U.S. Department of Health and Human Services Mandatory Guidelines for Federal Workplace Drug Testing Programs. - Provide expert witness testimony about tested specimens in judicial, administrative, or other proceedings. Testimony may be provided by a laboratory director, toxicologist, technician, or technologist. - Notable requirements: Laboratories must maintain an office or practice on the East Bank or West Bank of Jefferson Parish. Proposals should demonstrate relevant experience, staffing, ability to meet the Parish’s needs, and experience serving employee populations—preferably more than 2,000. The Parish may select one or more laboratories.

Jefferson Parish is soliciting Statements of Qualifications from SAMHSA-certified and/or CAP-FUDT-certified laboratories to collect and test forensic samples from employees and prospective employees for drug and alcohol content. Services must follow the applicable U.S. Department of Health and Human Services Mandatory Guidelines for Federal Workplace Drug Testing Programs and include related services, including expert witness testimony. Proposers must operate an office or practice on either the East Bank or West Bank of Jefferson Parish and demonstrate experience serving large employee populations. Submissions are due electronically through the Parish's Supplier Portal by November 10, 2026, at 3:30 p.m. CT.
