NASA Langley is seeking feedback on a draft solicitation for science-mission evaluation and assessment services supporting SOMA and NASA’s Science Mission Directorate. - Government buyer: National Aeronautics and Space Administration (NASA), NASA Langley Research Center (LaRC), Science Office for Mission Assessments (SOMA), supporting NASA Headquarters’ Science Mission Directorate (SMD). - Opportunity: Evaluations, Assessments, and Support Services (EASS), a small-business-set-aside IDIQ with firm-fixed-price task orders. This is a draft solicitation for feedback, not a request for proposals. - Services requested: Proposal and Phase A report evaluations; evaluations of SMD Announcement of Opportunity flight investigations; independent technical, management, cost, schedule, risk, safety, environmental, and mission assessments; program and investigation analyses; and associated panel, logistics, facilities, information, meeting, conference, and reporting support. Task orders define specific work; offsite performance may be specified. - Staffing and pricing categories: Subject Matter Expert (SME), Task Manager, Editor/Technical Writer, and Data/Task Integrator. The pricing model includes labor, travel, and other direct costs (ODCs), and requests annual prime non-labor indirect rates. - Pricing information: The supplied pricing model displays a total of $3,753,255, comprising $3,358,199.50 for travel, $395,055.50 for ODCs, and $0 for firm-fixed-price labor. This is a pricing-model figure, not the stated contract ceiling. - Contract value: $100,000 minimum and $99,750,000 maximum. - Notable requirements: Objective, conflict-free work; organizational and personal conflict-of-interest controls, including future-contracting restrictions; a Top Secret facility clearance and TS/SCI-capable personnel; secure handling of sensitive information; and disclosure of planned AI use. Quick assessments are capped at $100,000, must be completed within 90 days, and must begin within 10 calendar days after notice to proceed. - OEMs and vendors: No commercial OEMs, vendors, offerors, or subcontractors are identified by name. No hardware products or product part numbers are requested.

Description

You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC)’s EASS draft solicitation. The principal purpose of this requirement is to acquire support services for the Science Office for Mission Assessments (SOMA), located at NASA Langley Research Center. SOMA is responsible for the management and oversight of evaluations, assessments, analyses, and other support services for the NASA Headquarters Science Mission Directorate (SMD). The scope includes proposal/Phase A reports; evaluations for SMD Announcements of Opportunity (AO) flight investigations; assessments for independent reviews of investigations and programs; analyses related to assessment and evaluations; and other contractor support services as specified in individual TOs.

The EASS procurement is essential for the advancement of the NASA Science Plan, A Vision for Scientific Excellence. This contract directly supports SOMA and SMD. The contractor ensures that all work is objective and meets all requirements regarding organizational and personal conflicts of interest and limitations of future contracting as defined by this contract and as further defined in individual TOs where necessary. This contract supports NASA’s most urgent and important science needs, and without this contract, SMD would be unable to execute its extensive scientific commitments and achieve NASA’s science priorities.
