Ocean County is seeking providers to deliver innovative substance use treatment and recovery-support programming for county residents. - Government buyer: Ocean County Board of Commissioners, through the County of Ocean Department of Human Services, on behalf of the Ocean County Opioid Advisory Council; the RFCC is also referenced in the attachment materials. - Funding: The anticipated total funding is $100,000, subject to availability. Selected provider(s) will be reimbursed; services must be provided at no out-of-pocket cost to participants. - Requested services: Develop or implement programming to treat substance use disorder or support recovery, addressing one or more of overdose prevention or response, treatment access, recovery outcomes, or service-system capacity and collaboration. Activities may include outreach and engagement, community education, naloxone awareness, and data collection and reporting. - Care and delivery requirements: Services should be evidence-based or evidence-informed, individualized, person-centered, peer-supported, community-based, culturally responsive, equitable, non-stigmatizing, and trauma-informed. Access to FDA-approved medications for opioid or alcohol use disorder must be supported; abstinence-only programming is not acceptable. - Local access and qualifications: Applicants must be New Jersey-registered organizations, maintain a local office, and provide services in Ocean County. In-person services are required; telehealth may supplement but cannot be the sole delivery method. Clinical services must be provided by appropriately licensed practitioners and peer services by appropriately trained and certified staff. - Funding restrictions: General and administrative costs are capped at 10% of the funding request. Capital purchases, including vehicles and equipment, are not permitted, and funds may not replace other funding sources. - Proposal content: Proposals should describe the service model, target population, staffing and qualifications, schedule and locations, outreach and referrals, implementation, partnerships, quality assurance, evaluation, outcome measures, and budget justification. Technical approach, management capability, and cost are weighted at 40%, 30%, and 30%, respectively. - OEMs and named vendors: No product manufacturers, OEMs, or service vendors are identified. Description
Ocean County is seeking proposals from organizations to develop or implement innovative approaches and promising practices for treating substance use disorder and supporting individuals in recovery. Services must be provided within Ocean County and may include telehealth, but cannot be offered solely through telehealth; the solicitation emphasizes accessible, individualized, community-based, peer-supported, holistic, and culturally sensitive care. The anticipated total funding is $100,000, contingent on fund availability, and services must be delivered at no out-of-pocket cost to recipients. The contract term is January 1 through December 31, 2027, with possible renewal for up to two additional one-year periods; proposals are due electronically by November 5, 2026.
