H-GAC Transportation Project Delivery Plan Consultant Services

H-GAC is seeking a consultant to create a practical regional plan for delivering federally funded transportation projects. - Government buyer: Houston-Galveston Area Council (H-GAC), Transportation Department; Procurement and Contracts Department. Houston-Galveston Area Council (H-GAC) seeks consultant services to develop a detailed, actionable plan for a Transportation Project Delivery team responsible for federally funded transportation projects. The work includes assessing the existing project-delivery framework, capabilities, organizational structure, and gaps; consulting stakeholders and benchmarking peer agencies; and recommending the team’s service model, structure, staffing, and integration into MPO operations. Deliverables also include standardized budgets and procedures for project selection, initiation, procurement, execution, and pre-construction closeout, with applicable federal and state requirements addressed. The estimated total funding ceiling is $300,000, and responses are sought as Statements of Qualifications submitted through OpenGov by November 19, 2026.
