Army seeks up to three vessels and mission support for MOSAIC test missions

The U.S. Army is seeking capable providers of vessel leasing and mission support for MOSAIC missile-test missions. - Government buyer: U.S. Army Contracting Command–Aberdeen Proving Ground (ACC-APG), for the U.S. Army Redstone Test Center (RTC), under the U.S. Army Test and Evaluation Command (ATEC). - Requirement: Lease, crew, operate, and maintain vessels to transport Modular Open System Architecture Instrumentation Containers (MOSAIC), associated equipment, and authorized personnel for Broad Ocean Area missile-test missions. - Vessels: The statement of work calls for up to three U.S.-flagged vessels. The RFI further specifies U.S.-crewed, Jones Act-compliant vessels; the vessels may be activated separately through written tasking. - Mission capabilities: Support flight-safety-certified telemetry and flight-safety instrumentation, cargo custody and delivery, and on-station maritime support. Vessel requirements include suitable deck space, power, cranes and lifting, dynamic positioning, accommodations, medical capability, safety, and reporting/readiness support. - Operating area: Multiple locations, primarily remote areas of the Pacific Ocean. - OEMs and vendors: No OEMs or vendors are named in the documents. This is a vessel and transportation services requirement, not a specified vessel-model purchase. - Performance period: The statement of work allows up to 36 months including options; the RFI gives an estimate of up to two years. Exact dates are not established, and vessel activation is task-based.

Description

The U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG), on behalf of the U.S. Army Redstone Test Center (RTC), a subordinate activity of the U.S. Army Test and Evaluation Command (ATEC), is issuing this Sources Sought / Request for Information notice as a means of conducting market research to identify potential sources that can provide the charter (lease) of shipping vessels to furnish transportation services for the Modular Open System Architecture Instrumentation Containers (MOSAIC) program during Broad Ocean Area (BOA) test missions.

MOSAIC is a critical telemetry data collection and flight safety asset for the hypersonic and long-range missile defense test mission. There is a current and ever-growing capacity shortfall for transportable telemetry / flight safety system (TM/FSS) instrumentation. For MOSAIC to support flight safety missions, the system must be flight-safety certified.
