The Department of the Air Force is conducting market research for snow clearing and hauling services at Offutt Air Force Base. - Government buyer: Department of the Air Force, U.S. Air Force, Offutt Air Force Base; BPA calls are issued by the Contracting Officer or authorized Contracting Officer’s Representative. The 55th Civil Engineer Squadron (55 CES) provides snow loading and de-icing. - Scope: Clear and relocate snow from 1,014,497 square feet of paved areas: 783,546 square feet at the B1000 Complex and 230,951 square feet at the Capehart parking lots. Hauling is base-wide to a government-designated snow dump site. - Equipment and staffing: Contractor supplies five tandem-axle dump trucks, each with at least 10 cubic yards of struck capacity, and five CDL-licensed operators for each authorized 12-hour hauling increment. The contractor also supplies clearing equipment, labor, supervision, and management. - Performance requirements: Clear pavement to a maximum residual snow depth of 0.25 inches, with a stated clearing capacity of 150,000 square feet per hour and two-hour mobilization. A 24/7 weather watch and equipment staging are included when authorized. One cumulative hour of non-chargeable downtime is allowed per hauling increment. - Pricing structure: Firm-fixed-price clearing events are tiered by storm accumulation from 0.5 through 10 inches. An additional-price mechanism applies above 10 inches for each additional 2 inches or fraction thereof, with completion timelines extended by two hours per authorized increment. SOURCES SOUGHT SYNOPSIS: This is NOT a request for quotes or proposals. The intent of this notice is to identify qualified, experienced, and interested offerors capable of performing the type of work as described herein for information and planning purposes. The information received will be utilized by the United States Air Force to facilitate the planning and decision-making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will NOT be notified of the results of this sources sought. Respondents are not required to submit information in response to this announcement to participate in any future solicitation that may come as a result of the information received. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
The 55th Contracting Squadron, Offutt Air Force Base, NE, is seeking information for the following items listed below:
General: The purpose of this sources sought is to conduct Market Research in accordance with RFO Part 10, for snow hauling and removal for Offutt AFB during the winter season.
The Contractor shall provide mission-essential snow clearing, snow relocation, and snow hauling services to ensure uninterrupted operational capability at Offutt Air Force Base (AFB) during winter weather events. The Contractor shall furnish all management, competent supervision, certified heavy equipment operators, CDL Licensed Operators, tools, transportation, equipment, supplies, and labor necessary to perform all operations safely, expeditiously, and in strict accordance with the standards outlined herein.
1.1 Authorized Clearing Footprint
Clearing operations under this agreement are strictly limited to designated paved parking areas and road access arteries, comprising a total combined footprint of 1,014,497 square feet, allocated as follows:
B1000 Complex Parking Pavement: 783,546 sq. ft. Capehart Off-Base Parking Lots: 230,951 sq. ft.
1.2 Base-Wide Snow Hauling
Snow hauling operations are non-localized and apply base-wide. Loading of contractor dump trucks will be performed exclusively by 55th Civil Engineer Squadron (55 CES) assets. Contractor responsibilities include furnishing dedicated tandem-axle dump trucks (minimum struck capacity of 10 cubic yards) and CDL Licensed Operators, receiving piled snow deposited by 55 CES equipment, and safely transporting and offloading snow from any designated operational staging or loading location on the installation to the official base snow dump site designated by the Government.
All project work and related services shall be performed IAW all terms, conditions, special contract requirements, specifications, drawings, attachments, technical exhibits and references and publications contained in the contract or incorporated by reference.
