Description / Specifications / Work Statement Definitions Contracting Officer (CO): The official Government representative delegated authority to administer a contract. Contracting Officer Representative (COR): A representative from the requiring activity appointed by the Contracting Officer to perform surveillance and act as a liaison to the Contractor. daily: When used within this Statement of Work, it means Monday through Friday, including national holidays, with the exception of excusable delays.
SCOPE The contractor shall furnish all personnel, supervision, transportation, equipment and supplies necessary to perform janitorial services at the listed scope of five (5) Richmond area National Cemeteries.
GENERAL REQUIREMENTS Performance consists of cleaning the eight (8) public restrooms and emptying the trash receptacles located in the restrooms daily Monday - Friday (7:30am-4:00pm) excluding Federal holidays as identified in the table on page one. Each of the five (5) Richmond area National Cemeteries have public trash receptacles that shall be emptied, and a new receptacle liner be placed daily (7:30am-4:00pm) excluding National holidays, as identified in the table on page one. The staffed historic lodge shall be cleaned daily. Cleaning includes front porch, 3 office spaces downstairs, kitchen downstairs, one (1) office upstairs and two (2) addition rooms upstairs to include an employee restroom. The Contractor shall not miss more than a total of four (4) cleanings in a month, and no more than one (1) a week, in any given month. When the Contractor misses a day of cleaning, they will not be paid. If the Contractor misses more than four (4) cleanings in any given month, it will be reflected in their performance evaluation and may result in a Cure Notice being issued after the first occurrence. If the Contractor does not provide a satisfactory reply to the Cure Notice, a Show Cause letter will be issued, followed by consideration of termination of the contract.
A.1 Cleaning of eight (8) public restrooms daily. PROCEDURES All public restroom interior trash cans shall be emptied and cleaned/sanitized daily. Contractor will leave 2 extra liners in each trash can. Cemetery will provide interior trash cans. All sinks, mirrors, toilet, counter tops, light switches, and door handles shall be cleaned, sanitized and wiped to remove all excess standing water, spills, accumulation of objectionable material daily. All glass and brass surfaces to include but not limited to countertop vanities, door push plates & mirrors shall be cleaned with an appropriate glass cleaner so that the surface is free of grease, dirt, and smudge marks daily. Where windows exist; windows shall be cleaned with glass cleaner inside and outside. Tile and concrete floors shall be swept and wet mopped (heavy bleach solution) daily. Wood floors shall be swept and damp mopped with Mop and Glo is the approved chemical. Contractor will provide, refill, and maintain adequate supply of toilet paper, paper towels and provide soap dispensers daily. Contractor will ensure additional back-up rolls are available for each restroom. All inside & outside entrance doorways and bottom corners will be swept free of bugs, cobwebs, and debris daily. Restroom doors will be wet wiped with a bleach solution inside/outside and top to bottom to include top horizontal surface. Contractor will leave 2 extra liners in each trash can. Cemetery will provide interior trash cans. Agency mandatory requirement - upon the completion of cleaning the restrooms the cemetery restroom daily checklist will be completed for all cemetery restrooms. Cemetery will provide clipboards, pens, and checklists (Attachment A). All supplies and equipment may be kept in an organized manner in a designated area within the FHNC building. Contractor shall sign janitorial checklist daily upon completion of services (Attachment A). Government reserves right to update towel dispensers (manual or automated) at government s cost for operational purposes. COR will notify contractor if this occurs. Contractor shall provide disposable soap dispensers. These disposable soap dispensers shall not be diluted with water or re-purposed in any manner. Note: No other sprays, scents, cleaning products or toilet tablets are to be utilized outside the specifications herein.
A.2 Clean cemetery lodge including one employee restroom. GENERAL REQUIREMENTS Performance consists of cleaning one employee restroom and all offices, rooms, and front porch of the staffed historic lodge. Contractor shall empty trash receptacles located in the restroom daily (7:30am-4:00pm). NOTE: THIS IS A DAILY ADMINISTRATIVE OFFICE CLEANING TO ENSURE ALL COMMON SURFACES ARE DISINFECTED WITHIN CDC RECOMMENDED GUIDELINES WHICH ENTAILS USE OF A HEAVY BLEACH SOLUTION OR COR APPROVED DISINFECTING WIPES. All interior trash cans shall be emptied, cleaned/sanitized if accumulation of debris is noticed on or within the receptacle. Contractor will leave 2 extra liners in each trash can. Cemetery will provide interior trash cans. Each of the offices and/or workstations, kitchen/breakroom and one restroom each have a trash receptacle. All sinks, mirrors, toilet, counter tops, light switches, and door handles shall be cleaned, sanitized, and wiped to remove all excess standing water, spills, accumulation of objectionable material daily, including the employee restroom and kitchen. A heavy bleach solution shall be utilized for sanitary requirements for the tile or linoleum floors. Cleaning of All glass and brass surfaces to include but not limited to tabletops leaving no residue and or streaks. Porch at front entrance shall be swept and mopped with a heavy bleach solution daily. Tile and concrete floors shall be swept and wet mopped (heavy bleach solution) daily. Wood floors shall be swept and damp mopped with no visible debris of any kind. Mop and Glo is the approved chemical. Contractor will provide, refill, and maintain adequate supply of toilet paper, paper towels and soap dispensers based on daily usage. Contractor will ensure an additional back-up roll is available for each employee restroom. Carpeted stairs, first floor carpet and entry rugs will be vacuumed daily leaving no visible debris behind. Agency mandatory requirement - upon the completion of cleaning the restrooms the cemetery restroom daily checklist will be completed for all cemetery restrooms. Cemetery will provide clipboards, pens and checklists (Attachment B). Contractor shall sign COR janitorial checklist daily upon completion of services (Attachment A). Note: Cemetery employees are responsible for the cleaning of their workstations daily. Note: No other sprays, scents, cleaning products or toilet tablets are to be utilized outside the specifications herein, without prior approval from the COR.
A.3 Empty five (5) exterior trash receptacles daily and clean receptacles interior and exterior monthly. GENERAL REQUIREMENTS Performance consists of emptying five trash receptacles daily and cleaning receptacles monthly at the five (5) Richmond area National Cemeteries. Clin 1 through 7 are combined for public restrooms cleaning/trash removal and separate trash receptacle removal at each National Cemetery. Five exterior public use trash receptacles shall be emptied daily with a new trash liner placed in the receptacle at each National Cemeteries. Five trash receptacles shall be washed internally and externally with soap and water monthly.
A.4 SEMI-ANNUAL CLEANING (Early Spring & Fall) GENERAL REQUIREMENTS Performance consists of cleaning all windows internally and externally, shampoo carpet on stairs, Shampoo upstairs carpeted office and 2 carpeted mats, clean air vents and applying Mop and Glow appropriate for the applicable surfaces in the entire building. Note: Carpet Shampoo service must be completed with a Carpet Cleaning device and an industry standard cleaning product. Windows. Contractor shall clean all lodge windows (inside / outside) upstairs and downstairs utilizing the most conventional method to ensure maximum results. Any state, local or federally approved solution may be used. Each window will be scrubbed free of debris and wiped dry upon completion inside and outside where safely feasible. Window seals will be scrubbed free of any stains or debris. Polish any metal handles leaving no streaks or smudges. Vacuum air vents and remove from sockets, when possible, to clean/brush any dust/webs or other debris. Clean and shampoo all carpet and entry rugs twice annually utilizing the wet vacuum-cleaning method. Mop & Glow all wood floors and kitchen tile. Carpeted Mats must be placed on the wood floors only when completely dry to avoid damage to wood floors.
A.5 STANDARDS OF CONDUCT The Contractor is responsible for the ethical conduct of its employees. These standards and regulations are enforceable under Title 38, U.S.C. Section 1.28. Contractor personnel shall adhere to the following standards of dress and conduct while performing work at National Cemeteries: Contractor shall maintain satisfactory conduct and work performance of its personnel including administering disciplinary action when determined necessary. It will be at the discretion of the CO to initiate immediate removal of contractor personnel from cemetery grounds if conduct standards are not adhered to during contract performance. Contractor shall remove his/her employee from the cemetery for cause to include but not limited to willful misconduct and/or unacceptable performance of the work required under the contract. Misconduct shall form the basis for immediate contract enforcement action, to include immediate removal from the cemetery. Contractor-furnished personnel, supplies, services, equipment, and materials, including personnel provided and necessary for contract performance shall be consistent and fully compliant with applicable OSHA, Federal, State, County and local ordinance laws & regulations. The contractor is responsible for training its personnel regarding safety precautions and procedures prescribed by OSHA Standards. Contractor personnel appearance and conduct shall be always professional and unobtrusive. Contractor employees will dress in an appropriate organizational clothing with a Name and/or emblem of the company s name on their clothing. No other clothing with advertisements or lettering shall be utilized. Questions from cemetery visitors shall be politely referred or directed to cemetery personnel. Shirts, T-shirts, long pants, neat jeans or walking shorts are permissible. Contractor personnel shall be fully clothed at all times, to include an upper garment to cover the body from waist to neck. Tank tops as an outer garment are prohibited, as well as many garments which have a message or slogan affixed thereon. This contract is conducted at National Cemeteries and the utmost respect is required during these duties. It is expected that personnel will conduct themselves in a respectful manner, not engaging in loud boisterous behavior or use profane or abusive or otherwise inappropriate language. Radios, headphones, earbuds, recording devices and/or video or otherwise electronic games / devices are not permitted while performing work on the grounds of the cemetery. Consume food and beverages only within areas designated by the COR(s). Use of intoxicating beverages, tobacco, and/or drugs is strictly prohibited. Contractor personnel shall not eat or drink beverages except water or non-alcoholic beverages while in the work area. The use of intoxicating beverages, tobacco, and/or drugs on cemetery premises is strictly prohibited and a violation of Federal Law and will not be tolerated. Contractor personnel shall take all necessary precautions to prevent damage to cemetery property, structures and grounds during performance of this contract. The Contractor shall be liable for replacement costs for property damaged as a result of actions by contractor personnel. There is no limitation on the Contractor s liability. In no event shall the Government indemnify and hold harmless the Contractor from any or all damages and expenses of any kind for harm incurred by the Contractor, or from all damages, expenses, or claims, which may arise from third party claims.
A.6 USE OF CEMETERY FACILITIES The Government shall not be responsible for any loss, damage, or theft of contractor items, nor shall free telephone service be provided. Contractor shall be responsible for acceptable standards of housekeeping and custodial maintenance of cemetery facilities used by contractor's employees. Contractor employees may park privately owned vehicles in the area designated for parking by the COR. The contractor will be responsible for safely handling any chemicals, cleaning solutions, etc. in accordance with manufacturers recommendations. An SDS (Safety Data Sheet) is required for all chemicals and cleaning solutions prior to the start of performance and whenever any changes to product use is made. Electricity and water will be furnished by the Government. All supplies and equipment may be kept in an organized manner in a designated area within the FHNC building.
A.7 SAFETY & SECURITY The contractor shall, at all times, exercise care and caution in performing the duties described in the statement of work so as not cause injury to themselves or other persons. The contractor shall perform the assigned task and duties in a safe manner in accordance with VA, NCA, and OSHA regulations and policies. Contractor shall be liable for any damage to personal or public property that occurs during the performance of this contract that is caused by him/her or his/her employee's fault or negligence.
