1. PURPOSE

The Indian Health Service (IHS) is conducting market research to identify Indian Small Business Economic Enterprises (ISBEEs), Indian Economic Enterprises (IEEs), and tribally owned businesses that are authorized resellers or distributors of Bad Elf products.

This notice is issued solely for market research and acquisition planning purposes to assist IHS in determining the availability of Indian-owned sources capable of supporting an anticipated requirement pursuant to the Buy Indian Act, 25 U.S.C. 47, and HHSAR Subpart 326.6.

The primary purpose of this Sources Sought Notice is to determine whether one or more ISBEEs, IEEs, or tribally owned businesses are authorized Bad Elf resellers or distributors capable of supplying the anticipated Bad Elf requirement to the Federal Government.

2. ANTICIPATED REQUIREMENT

IHS anticipates a future requirement for Bad Elf Flex GNSS survey equipment for the Navajo Area IHS Office of Environmental Health and Engineering, Division of Sanitation Facilities Construction.

The anticipated requirement includes approximately twenty (20) Bad Elf Flex Standard GNSS Receivers, Part No. BE-GPS-5500, together with compatible rugged tablets, accessories, mapping software, training, and technical support.

At this stage, IHS is primarily seeking to determine whether there are ISBEEs, IEEs, or tribally owned businesses that are authorized Bad Elf resellers or distributors and are interested in potentially supplying Bad Elf products to the Federal Government.

Pricing is not requested at this time.

3. BUY INDIAN ACT / HHSAR INFORMATION

This market research is being conducted in support of the Buy Indian Act, 25 U.S.C. 47, and HHSAR Subpart 326.6, Acquisitions Under the Buy Indian Act.

IHS gives priority to Indian Small Business Economic Enterprises (ISBEEs) to the maximum extent possible. If market research does not support a reasonable expectation of obtaining competitive offers from ISBEEs, IHS may consider acquisition strategies involving Indian Economic Enterprises (IEEs) in accordance with HHSAR Subpart 326.6.

For purposes of this market research:

Indian Economic Enterprise (IEE) generally means a business activity owned by one or more Indians or Indian Tribes in which qualifying Indian or Indian Tribe ownership constitutes not less than 51 percent of the enterprise and that otherwise satisfies the applicable ownership, earnings, management, and control requirements of HHSAR 326.601.

Indian Small Business Economic Enterprise (ISBEE) means an IEE that also qualifies as a small business concern under the applicable criteria and size standards.

Tribally owned businesses are encouraged to respond and should identify whether they qualify as an IEE and/or ISBEE under the applicable HHSAR requirements.

4. INDIAN ECONOMIC ENTERPRISE REPRESENTATION

In accordance with HHSAR 352.226-4 and HHSAR 352.226-7, respondents representing themselves as an ISBEE or IEE shall submit a completed IHS Indian Economic Enterprise Representation with their response to this Sources Sought Notice.

The representation shall identify the Indian Tribe or Tribe(s) upon which the respondent relies for its Indian Economic Enterprise status.

Submission of a representation in response to this notice is for market research purposes and does not constitute an award or guarantee that the Government will issue a solicitation.

5. INFORMATION REQUESTED

Interested firms are requested to provide a concise response containing the following:

Company Information: Legal business name, business address, Unique Entity Identifier (UEI), and company website, if applicable. Point of Contact: Name, title, telephone number, and email address. Indian Economic Enterprise Status: Identify whether the company is an ISBEE, IEE, tribally owned business, and/or other applicable Indian-owned business classification. Indian Tribe: Identify the Indian Tribe(s), Alaska Native Corporation, or other qualifying Indian ownership upon which the respondent relies for its status, as applicable. Bad Elf Authorized Reseller/Distributor Status: Confirm whether the company is an authorized reseller or distributor of Bad Elf products, including the Bad Elf Flex Standard GNSS Receiver, Part No. BE-GPS-5500. Evidence of Authorization: If the company is an authorized Bad Elf reseller or distributor, provide documentation or other information confirming the company's authorized status, if available. Interest: Confirm whether the company would be interested in receiving a future solicitation for the anticipated Bad Elf requirement. Federal Contract Vehicles: Identify any Federal contract vehicle through which the company can provide Bad Elf products, if applicable, including GSA Multiple Award Schedule, NASA SEWP, or another Government contract vehicle. IEE Representation: Provide the completed IHS Indian Economic Enterprise Representation required by HHSAR 352.226-7.

The Government is not requesting pricing, quotations, or proposals in response to this notice.
