San Mateo County Transit District is seeking proposals for bus stop shelters and digital passenger displays across its transit network. - Buyer: San Mateo County Transit District, Administration — Contracts & Procurement Department; the solicitation identifies Procurement Administrator III Juan-Carlos Aguila. - Procurement structure: Proposals may cover shelters, digital displays, or both. The two lots are evaluated independently and may be awarded separately or together. The District anticipates phased deployment across an estimated 1,800 stops, with no minimum purchase quantity or guaranteed order volume. - Shelters and amenities: Types A–D include four-post curved-roof, four-post narrow, two-post cantilever, and foliage-pattern configurations; Type E is a mono-post bus stop pole. Options and components include seating, roofs and wall panels, signage and advertising panels, map cases, lighting, solar power, trash-receptacle provisions, and real-time passenger information provisions. - Named display OEMs: TOLAR — USC AS 13-inch lithium-powered E-Paper signage, or an approved equal; and PAPERCAST — J2 Series 13-inch illuminated grayscale E-Paper display, or an approved equal. Alternate approximately 13-inch and 31-inch E-Paper displays and other display technologies may also be proposed subject to District approval. - Display connectivity and support: A cellular data package is specified at a minimum of 500 MB per active display per month, or an equivalent pooled plan sized to avoid routine overage charges. Display support includes device enrollment and configuration where applicable. - Notable requirements: Products must suit outdoor public-transit use and meet applicable ADA, building-code, structural, durability, safety, and local requirements. Shelter designs include solar and lighting provisions; specified systems generally require at least 100 watts of solar capacity and five days of battery-backed operation. The District reviews drawings and fabrication details. Buy America certification is also identified as a requirement. - Delivery and installation: The contractor supplies and delivers products for installation by the District or its installation contractor and provides installation hardware, anchoring information, instructions, and product-specific support.
