The U.S. Geological Survey is seeking small-business capabilities for operational and technical support of the Albuquerque Seismological Laboratory’s seismic networks. - Government buyer: U.S. Geological Survey (USGS), through the USGS Contracting Activity; work supports the Albuquerque Seismological Laboratory (ASL). - Requested services: Deploy, install, operate, maintain, modify, and repair domestic and international seismic instrument systems; collect and process digital and analog seismic data; and provide facilities, engineering, and technical support. - Work may include field inspections, equipment adjustments, parts replacement, testing, minor repairs, monitoring, setup, cable fabrication, and permitting support. - An as-needed Russian translator may be required. Example labor categories include field engineering managers and engineers, electronic technicians, facilities technicians, and permitting specialists. - OEMs and example equipment: Quanterra (Q330HR, Baler); Kinemetrics (Slate, FBA23, Episensor); Streckeisen (STS 1, STS 2, STS 2.5); Geotech (KS54000); Nanometrics (Trillium 240, Trillium 120); and Güralp (CMG 3T, CMG 3TB). These are examples of instruments used in the work, not items requested for purchase; no quantities are specified. - Notable capability needs: Relevant professional qualifications, experience with seismic operations and instrument repair, specialized instrumentation expertise, adequate staffing capacity, and recent relevant past performance. - Performance structure: A 12-month base period with four 12-month option periods.

Responses will be used for market research to determine appropriate acquisition strategies. No reimbursement will be provided for responding. Any future solicitation will be posted separately on SAM.gov, and interested parties are responsible for monitoring that site.1. Purpose:The U.S. Geological Survey (USGS) is conducting market research to identify qualified small businesses¿including Small Business, Veteran-Owned, Service-Disabled Veteran-Owned, HUBZone, Small Disadvantaged, Women-Owned, Indian Small Business Economic Enterprises, and 8(a) firms¿capable of providing deployment, maintenance, operation, repair, and technical support services for the Albuquerque Seismological Laboratory (ASL).2. Background:ASL operates more than 330 seismograph stations worldwide, including approximately 230 in the continental United States. ASL installs, operates, and maintains the USGS component of the Global Seismographic Network (GSN) and the Advanced National Seismic System (ANSS). These networks support:a. Real-time earthquake monitoring (USGS NEIC)b. Tsunami warning operations (NOAA)c. Nuclear test monitoring (CTBTO and U.S. Air Force)d. International scientific research communities3. Scope of Requirement:The anticipated requirement includes but is not limited to:a. Deployment, installation, maintenance, operation, modification, and repair of domestic and international seismological instrument systemsb.
