NAVAIR is seeking maritime unmanned aircraft ISR services to support multiple combatant commands. - Government buyer: Naval Air Systems Command (NAVAIRSYSCOM), for the Aircraft Program Management Office under the Portfolio Acquisition Executive for Robotic and Autonomous Systems. - Requirement: Contractor-owned, contractor-operated unmanned aircraft system (UAS) intelligence, surveillance, and reconnaissance (ISR) services using Maritime B-kits #7–#9. - Services and support: Around-the-clock imagery and other sensor data, shipboard operations, personnel, non-developmental UAS equipment, logistics containers, certifications, operations and maintenance, spares, and product support. - Named OEM: SpaceX, whose Starshield SATCOM-capable hardware is part of the stated capability. No specific UAS manufacturer or platform is identified. - Performance term: One base period plus four option periods, for up to 60 months; options include environmental shock testing and training. - Opportunity context: The notice describes an intended competition and potential firm-fixed-price delivery order under existing Basic Ordering Agreements. Description

The Naval Air Systems Command (NAVAIRSYSCOM) on behalf of the Aircraft Program Management Office (AIR PMO), acting under the Portfolio Acquisition Executive for Robotic and Autonomous Systems (PAE RAS) at Patuxent River, MD, intends to compete and award a limited source Firm Fixed Price (FFP) type Delivery Order. This order will be competed under one of four existing Basic Ordering Agreements (BOAs) to the below vendors for the procurement of Unmanned Aircraft System (UAS) Intelligence, Surveillance, and Reconnaissance (ISR) Maritime Services:

The delivery order will secure contractor-owned, contractor-operated UAS ISR services utilizing Maritime B-kits #7-#9 in support of multiple combatant commands. Contractors will be responsible for resources to produce sensor data, such as trained personnel, non-developmental UAS equipment, shipboard operations and logistics Conex containers, certifications, operation and maintenance, SpaceX Starshield SATCOM-capable hardware, spares, and product support. Contracted services would be in direct support of ISR missions requiring around-the-clock imagery and other sensor capability in support of those missions. 

It is anticipated that these services will support domestic and coalition military partners in combat and contingency operations based on Joint Urgent Operational Needs (JUONs), Fleet Top Level Requirements (TLR), and other operational requirements documents.  

The total period of performance includes a base period and four (4) option periods (to include environmental shock testing and training options) for up to 60 months of service.
