Los Angeles County is seeking firms and individuals to provide as-needed sustainability policy and applied research consulting for the County’s OurCounty Sustainability Plan. - Government buyer: County of Los Angeles, Executive Office of the Board of Supervisors, Chief Sustainability Office. - Services sought: Project-based policy research and development; data collection, analysis, forecasting, scenario modeling, geospatial analysis, mapping and dashboards; program design and evaluation; feasibility studies; strategic planning and roadmaps; and cross-sector systems analysis. - Potential topics include air quality, biodiversity, climate, economy and workforce, energy, equity and environmental justice, funding, housing and land use, public health, transportation, waste and resource management, and water. - Assignments may also involve literature reviews, case studies, policy options and recommendations, cost-benefit and equity-impact analyses, community research, surveys, interviews, workshops, outreach, translation and interpretation. - OEMs and vendors: No commercial OEMs, manufacturers, resellers, or individual vendors are named. No products, part numbers, or fixed quantities are requested. - Experience and staffing: Providers must demonstrate at least three years of relevant policy-development and applied-research experience within the past five years. Proposals call for qualified staff, relevant project examples, methodology, work plan, and staffing information. - Pricing and financial capability: Providers must offer hourly rates for virtual and in-person work; billing is in 15-minute increments. Travel and related expenses are not reimbursed. Financial eligibility depends on submitted financial information: vendors with three years of audited statements may apply for work orders without a dollar cap; unaudited statements are reviewed case by case; vendors unable to provide statements may be considered with financial responses and supporting documentation, and may be limited to work orders of $75,000. - Term and ordering: The master agreement is expected to run for five years, with two optional one-year extensions. Individual work orders are generally expected to run four years, with two optional one-year extensions, but may have a shorter initial term to align with the master agreement. Work is ordered as needed, with no guaranteed minimum work or funding.
Description
The County of Los Angeles Executive Office of the Board of Supervisors, Chief Sustainability Office, is soliciting qualified CAPSMA contractors to provide as-needed policy and research services supporting initiatives in the 2025 OurCounty Plan. Work may include policy development and research, data analysis and modeling, program design and evaluation, community and stakeholder research, technical and feasibility studies, strategic planning, and cross-sector systems analysis across sustainability topics. Vendors without an executed Consulting and Professional Services Master Agreement must also respond to the concurrent CAPSMA Request for Qualifications and submit both responses. Responses are due October 21, 2026 at 12:00 UTC; the RFS remains open until the office's needs are met.
