The Saskatchewan Research Council is seeking multidisciplinary engineering services to upgrade its Millar Avenue facility for a terbium and dysprosium metallization project. - Government buyer: Saskatchewan Research Council (SRC), through its Rare Earth Elements Commercial (REEC) Division. - Named OEMs and vendors: No equipment manufacturers, OEMs, or prospective service-provider vendors are named. SRC is the buyer. - Facility and project: Upgrade design for an approximately 9,880-square-foot facility in Saskatoon supporting production of high-purity terbium and dysprosium metals. - Requested services: Mechanical, electrical, structural, and architectural engineering, plus multidisciplinary coordination and project support. No product quantities or part numbers are specified. - Mechanical: Assess existing systems and design HVAC, plumbing, fire protection, process exhaust, and scrubbing or treatment systems. Designs must address substantial heat loads, hazardous vapours, and corrosive conditions; scrubber or treatment systems must achieve greater than 99% removal efficiency for each identified chemical constituent. - Electrical: Assess capacity and design load calculations, process-equipment power distribution, branch panels, lighting, emergency and exit lighting, fire alarm, access control, data and communications, and mechanical provisions. - Structural: Assess existing structures and design load-bearing supports and any required steel, concrete, or other structural upgrades for process equipment and building systems. - Architectural: Review building classification, code and occupancy requirements, chemical use and storage, egress, space planning, workflow, room alterations or additions, and interior finishes. - Project support: Coordinate with SRC and other project participants; support permitting and procurement; review vendor submittals; conduct site verification and field reviews; respond to technical questions; and assist with installation, testing, commissioning, turnover, and closeout. - Deliverables: Basis of Design and staged design documents, including 50% design drawings, sealed permit and issued-for-construction (IFC) drawings, tender drawings, bills of quantities, technical specifications, and Class B construction cost estimates, as applicable. Architectural permit drawings must be sealed by an architect registered with the Saskatchewan Association of Architects. - Other notable requirements: Designs must support safe facility operation and comply with applicable building and safety requirements. Services include field-review reports and record drawing/as-built updates. - Performance period: No firm project schedule or initial term is stated. The resulting arrangement may be extended by mutual agreement for related requirements for approximately five years.
