The Illinois State Police is seeking three complete, portable covert surveillance systems for vehicle-based operations. - Government buyer: Illinois State Police (ISP), Operations Department, Intelligence Support Unit (ISU), Springfield, Illinois. - OEMs and vendors: No equipment manufacturer, brand, model, or vendor is named. The supplier must identify the offered brands and models in its product documentation. - Requested equipment: Three turnkey systems, each with at least four covert IP cameras: one long-range, low-light PTZ camera; one compact, wide-angle PTZ observation camera; and two pinhole cameras. Each system also needs covert enclosures and quick-connect mounts, recording hardware, video-management software, cellular communications equipment, and integrated battery power. - Key specifications: Cameras must support at least 1080p resolution and PoE connectivity. The primary PTZ camera must include 20x optical zoom, autofocus, at least 60 fps, and ONVIF capability. Each system must include a ruggedized Windows-based recorder with at least 4 TB SSD storage, a 5G cellular modem/router, and a minimum four-channel VMS with perpetual licenses and updates for the system's ten-year defined service life. - Power and portability: Each system must include four LiFePO4 battery packs with at least 800 Ah total capacity and 10 kWh nominal energy storage, plus four independent chargers. Systems must operate in passenger vehicles, SUVs, vans, and trucks without permanent vehicle modifications; ISP staff must be able to install or remove the enclosures within 30 minutes. - Operational requirements: Support simultaneous live viewing, remote viewing and control, playback, secure access, standard-format video export, motion and continuous recording, and event searches.
