Orange County fleet vehicle window-film installation and related services

Orange County is seeking an as-needed provider for window-film work on its vehicle fleet. - Buyer: County of Orange, OC Public Works, with OC Public Works/Fleet Services as the operating office and Procurement Services handling the solicitation. - Scope: Supply, install, remove, replace, and repair automotive window film on County-owned or County-operated passenger vehicles, SUVs, pickup trucks, vans, buses, and other fleet vehicles. - OEMs and vendors: No film manufacturer, OEM, or contractor is named; the contractor is listed as TBD. The County permits qualifying film products, including nano-ceramic or multilayer optical/polyester film, or an approved equivalent. - Requested services: Pricing is requested for 11 categories, listed below. Quantities are not specified; most pricing is per vehicle or window, with oversize glass priced per square foot. - Film and installation requirements: Professional-grade, non-metalized and electrically non-conductive, signal-safe film; at least 99% UV blocking; specified total solar energy rejection performance by installed visible light transmission range; and compliance with applicable glazing and safety requirements. Clear, colorless front-side film must meet the stated legal and visible-light-transmission requirements. - Service requirements: Four-hour turnaround for rush work when requested and scheduled; indoor installation; protection of vehicle electronics and communications; installation documentation, including calibrated VLT measurement and installer certification for clear front-side film; cleanup and disposal; and secured storage for vehicles kept overnight. - Experience and warranty: At least five years of demonstrated automotive tinting experience and a government/commercial fleet warranty of at least five years, or applicable lifetime coverage. The service location must be within five road miles of the Santa Ana fleet shop unless the County approves otherwise. - Period: The model contract provides an initial three-year term beginning at contract commencement, unless terminated earlier. Renewal requires County Board of Supervisors approval.
