This announcement constitutes a Sources Sought Notice (SSN) for information and planning purposes - it is not a pre-solicitation notice and does not constitute a Request for Proposal (RFP) or Request for Quote (RFQ) or a promise to issue an RFP or RFQ in the future.

RESPONSES TO THIS REQUEST ARE LIMITED TO SEAPORT NXG CONTRACT HOLDERS. Responses from businesses that do not hold a SeaPort NxG contract, or responses from businesses that do not provide sufficient evidence of being a SeaPort NxG contract holder, will not be reviewed.

1. Description

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Contracting Department, is seeking to identify qualified sources for Master-at-Arms (MA) Career Training Continuum (CTC) Instructor Services as required by the Center for Security Forces (CENSECFOR). This training shall be conducted for Navy personnel and others at Naval Technical Training Center (NTTC) Lackland Joint Base, San Antonio, TX. Please see the attached draft Performance Work Statement (PWS) for additional details.

The anticipated North American Industry Classification System (NAICS) code for this requirement is 611699 - All Other Miscellaneous Schools and Instruction with the Small Business Size Standard of $16.5M. The anticipated Product/Service Code (PSC) for this requirement is U014 - Education/Training - Security.

The Government intends on utilizing the SeaPort NxG program for this requirement, meaning that any solicitations published for this requirement will be limited to holders of SeaPort NxG contracts and any awards for this requirement will be issued as task orders against an established SeaPort NxG contract.

2. Requested Information

Responses to this Sources Sought Notice should reference N0018927MACTC in the subject line and shall include the following information:

Cover Sheet that includes: Company name, address, Point of Contact (POC) name, phone number, and email address. Contractor and Government Entity (CAGE) Code. Size of business - Large business, Small business, Women-Owned, and/or Service-Disabled Veteran-Owned. SeaPort NxG contract number(s) Capability statement displaying the contractor's experience and ability to fulfill the requirement pursuant to the attached draft PWS. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company posesses the necessary functional area expertise and resources to compete for this acquisition. Standard brochures will not be reviewed. Document submissions shall not exceed ten (10) pages in length.

3. Disclosures

This is not a Request for Quotes/Proposals - this is a Sources Sought Notice only to identify potential sources capable of providing the required services. Respondents will not be notified of the results. Please note the information within this Sources Sought Notice will be updated and/or may change prior to official synopsis/solicitation, if any is issued. The Government has not made a commitment to procure any of the items discussed, and release of this notice should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. Any information provided by the Government at this time is preliminary and may be updated or changed prior to release of a formal solicitation. All submissions become Government property and will not be returned.
