H-GAC Seeks Consultant to Plan Transportation Project Delivery Team

H-GAC is seeking a consultant to plan how its transportation project delivery team will support federally funded projects. - Government buyer: Houston-Galveston Area Council (H-GAC), a regional council and Metropolitan Planning Organization serving the Houston-Galveston area; the plan is for its Transportation Project Delivery team. - Requested service: One consulting engagement to develop a detailed, actionable plan for delivering transportation projects, including pre-construction work. - Scope: Assess current delivery capabilities, organization, roles, and operational gaps; engage stakeholders and review peer organizations; recommend team structure, staffing, and integration into MPO operations; develop standardized service budgets and processes for project selection, initiation, and procurement; and establish procedures for project execution and closeout. - Key requirements: Address applicable federal and state requirements and define the appropriate scope of the team’s delivery responsibilities. - Named organizations: H-GAC is the buyer. Description

H-GAC is seeking Statements of Qualifications from firms to develop a detailed, actionable plan for a Transportation Project Delivery team responsible for federally funded transportation projects. The consultant will assess the MPO’s current framework, capabilities, organizational structure, roles, and operational gaps, using stakeholder engagement and peer analysis to determine the appropriate scope of delivery involvement. The work includes recommendations for team structure, resourcing, and integration into MPO operations, as well as standardized project delivery budgets and processes for selecting, initiating, and procuring projects. The consultant will also develop procedures for executing and closing out pre-construction projects in compliance with applicable Federal and State requirements.
