Illinois White-Tailed Deer Carcass Processing Services

USDA APHIS Wildlife Services in Illinois is seeking a qualified small business to process white-tailed deer carcasses at an approved Illinois facility. - Government buyer: U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS), Illinois. - Requested service: Process field-dressed white-tailed deer, including skinning, grinding, packaging, labeling, freezing, storage, and coordination of frozen venison transfers to charitable organizations identified by WS. The processor must also manage sampled meat, dispose of offal and other waste, assess carcasses for suitability, notify WS about discarded deer, and maintain processing records. - Volume and pricing: Approximately 500–1,600 deer annually; the schedule estimates 1,600 deer per ordering period at a sample unit price of $75, or $120,000 per period. The anticipated five-year contract has a $2,000 minimum guarantee and a $700,000 cumulative maximum. - Facility requirements: Facility must be approved by the Illinois Department of Natural Resources and licensed by the Illinois Department of Agriculture as Type II or higher. It must be within 70 road miles of the I-55/I-80 intersection in Northeast Illinois. - Handling requirements: Package ground venison in 1–2 pound portions marked with the processing plant name and “not for sale”; freeze promptly to 0°F or below; store in containers no larger than 30 pounds; and segregate and label CWD-sampled venison until WS clearance. Deliveries may occur on weekdays, generally Wednesday and Friday mornings. - OEMs and vendors: No commercial OEMs, processors, or vendors are named. No manufactured products or part numbers are requested.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 12639526Q0304 is issued as a Request for Quotation (RFQ) for The U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS) located in Illinois. APHIS-WS requires a meat processing facility to process white-tailed deer carcasses in the State of Illinois. The processing facility or facilities shall be permitted and approved by the Illinois Department of Natural Resources (Illinois DNR) to process wild white-tailed deer meat. In addition, the processing facility or facilities shall be licensed by the Illinois Department of Agriculture as a Type II or higher facility authorizing the procession of wild, white-tailed deer meat.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 311612  The small business size standard is 1000  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.
