NASA Johnson Space Center’s White Sands Test Facility plans a sole-source procurement of a signal-conditioning system for Test Stand 406. - Agency and location: NASA Johnson Space Center (JSC), White Sands Test Facility (WSTF), through its Propulsion Test Office. - Requirement: One 192-channel signal-conditioning system for Test Stand 406, meeting NASA/WSTF data-acquisition (DAC) performance requirements. - Named OEM/vendor: Precision Filters, Inc. NASA identifies its proprietary hardware and technologies as necessary for operational compatibility, continuity, lower maintenance and spares costs, existing training procedures, and personnel certifications. - Required capabilities: Precision Filters’ proprietary go/no-go system calibration, FLAT, PULSE, and Balanced Constant Current (BCC) technology. - Acquisition approach: NASA intends to acquire the system on a sole-source basis but is inviting capability information to determine whether a competitive procurement is possible. - Commercial opportunity: Potential suppliers may provide information demonstrating their ability to meet the requirement; no award is announced in the provided notice.
Description
NASA Johnson Space Center (JSC) White Sands Test Facility (WSTF) has a requirement to procure one Signal Conditioning System in support of the Propulsion Test Office.
NASA JSC WSTF intends to issue a sole source contract to procure a 192-channel signal conditioning system for WSTF’s Test Stand 406 from Precision Filters, Inc. under the authority of FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Precision Filters, Inc. is the only responsible source capable of fulfilling this requirement, as its proprietary hardware is required to maintain continuity, reduce maintenance costs, minimize critical spares, leverage existing training procedures and maintain personnel certifications. Furthermore, Precision Filters proprietary “go-no go” system calibration, FLAT, PULSE, and Balanced Constant Current (BCC) technology are required to meet NASA/WSTF’s DAC signal conditioning performance requirements
The Government intends to acquire a commercial product or service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Larissa Cunha, at Larissa.m.cunha@nasa.gov and Cynthia Uribe, cynthia.uribe@nasa.gov, not later than 4 pm Mountain Daylight Time on October 21, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A decision by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
