New York OPWDD is seeking a statewide contractor to deliver functional needs assessments for people eligible for OPWDD services. - Government buyer: New York State Office for People With Developmental Disabilities (OPWDD), Central Office / Contract Management Unit. - Scope: Administer CANS-NY assessments for people age 17 and younger and CAS assessments for adults age 18 and older, including outreach, scheduling, interviews, record review, and submission of findings in UAS-NY. - Estimated annual assessment volumes: 6,000 CANS assessments and 39,750 CANS reassessments; 6,100 CAS assessments and 120,000 CAS reassessments. Up to 60,000 abbreviated adult assessments may be used as a substitute for some adult reassessments; they are not additional to CAS volume. - Operational services: Statewide assessment capacity, data and workforce-management systems, telephony and customer support, quality assurance, reporting, and business continuity and disaster recovery. - Notable requirements: A 180-day ramp-up to full volume; statewide in-person capacity, including at least 30 qualified personnel in each of OPWDD’s five regions; and CMS-recognized QIO/QIO-like qualifications or equivalent, as described in the RFP materials. - OEMs and vendors: No product manufacturers, OEMs, or prospective vendors are named. OPWDD-approved CAS and CANS-NY assessment tools and UAS-NY are referenced. - Contract term: Five years, with possible continuation at OPWDD and OSC discretion while a replacement contract is arranged.
Description
OPWDD is seeking proposals to administer New York State-approved functional needs assessments for enrollees eligible for OPWDD services. The assessments include the CAS and CANS-NY tools. The agency intends to award one contract for a five-year term, with an anticipated start date of April 1, 2027. Vendors must attend one of the two mandatory pre-bid conferences to be eligible to submit a proposal.
