HQ SACT is seeking a firm-fixed-price provider for on-site Project, Program, and Portfolio Management (P3M) training in Norfolk, Virginia. - Annual course requirement - 1 PeopleCert PRINCE2 Foundation and Practitioner course iteration - 2 PeopleCert Managing Successful Programmes (MSP) Foundation and Practitioner iterations - 3 PeopleCert Management of Risk (MoR) Foundation and Practitioner iterations - Each iteration is for 16 delegates and is delivered over five consecutive days. - Included in each course price - Instruction, digital pre-course preparation, authorized physical courseware, official on-site paper-based Foundation and Practitioner exams, shipping, instructor travel, and post-course attendance and examination reporting. - Providers must meet PeopleCert accreditation and instructor-experience requirements. Online delivery may be required at no extra cost. - Pricing and optional scope - Submit binding fixed unit prices in USD for each course iteration, inclusive of applicable costs. - Provide optional per-course pricing for the same courses for NATO JFCNF. - Buyer and performance period - Buyer: NATO Allied Command Transformation, HQ Supreme Allied Commander Transformation (HQ SACT), Purchasing and Contracting Section. - Base period: January 1–December 31, 2027, with four 12-month options through December 31, 2031. Description
Headquarters, Supreme Allied Commander Transformation (HQ SACT) has issued a Request for Proposal (RFP) to provide Project, Program, and Portfolio Management (P3M) Training.
The contractor shall provide comprehensive, on-site training courses for HQ personnel. The baseline scope requires the delivery of six P3M courses per calendar year. The selected training qualifications must be capable of accelerating a student from zero baseline knowledge to the Practitioner level within a maximum of five consecutive days.
Prospective Bidders should seek clarification at their earliest convenience. Any explanation regarding the meaning or interpretation of this RFP, terms, clause, provision or specifications, shall be requested in writing, from the Contracting Officer. All Contracting Officers listed on this RFP must receive such requests via email for clarification no later than 27 October 2026.
Bids shall be received at HQ SACT, Purchasing and Contracting Office, no later than 05 November 2026, 0900 hours. No bids shall be accepted after this date and time. No hard copy proposals will be accepted. Please see the RFP for more details.
